Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Assists project engineers throughout the design and construction phases of projects supporting project delivery teams to include managing submittal reviews. Position has promotion potential to GS-11, however selection can be made from any of the following grades: GS 5/6/7/8/910/11. Responsibilities Administer or assist in contract task orders, reviewing products, pay estimates, and expense reports for compliance with contract and regulatory requirements. Gather, develop, organize, and maintain data to be posted on internal/external websites and alternate responsible for maintenance of the master specifications utilized by the district for preparation of specifications in SPECSINTACT format. Provide guidance and support to the entire review team from the Project Manager to the customer. Coordinate and track requests for information and their resolution. Initiate creation of new electronic project files, to include populating templates and required documents accordingly. Prepare Biddability, Constructability, Operability, Environmental, and Sustainability (BCOES) packages for routing and approval. Advise on availability of Architect-Engineer (A-E) Indefinite Delivery/Indefinite Quantity contract capacity, manage capacity reservations, and track remaining capacity. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS 05: One year of specialized experience which includes assisting engineering organizations with management of design submittal reviews; administration of contract task orders; reviewing engineering work products, pay estimates, and expense reports; and creation of new electronic project files. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or engineering/industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Specialized Experience for GS 06: One year of specialized experience which includes assisting engineering organizations with management of design submittal reviews, administration of contract task orders, and reviewing engineering work products, pay estimates, and expense reports; and analyzing new requirements for the aforementioned duties and communicating to the organization for others to develop implementation processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year of graduate level education (9 semester hours) in an appropriate field of engineering, construction, or industrial technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Specialized Experience for GS 07: One year of specialized experience which includes assisting engineering organizations with management of design submittal reviews, administration of contract task orders, and reviewing engineering work products, pay estimates, and expense reports; and analyzing new requirements for the aforementioned duties, developing new processes to achieve compliance, and communicating to the organization for implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education (18 semester hours) in an appropriate field of study of engineering, construction, engineering or industrial technology, physics, drafting, surveying, physical science or mathematics. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).ORCombination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. OR Education: Successfully completed one and a half years of graduate level education (27 semester hours) in an appropriate field of study of engineering, construction, engineering or industrial technology, physics, drafting, surveying, physical science or mathematics. OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Specialized Experience for GS 11: One year of specialized experience which includes expert knowledge of the Dr. Checks software and training others in its use, independent management of design submittal reviews utilizing the Dr. Checks software, administration of contract task orders, and reviewing engineering work products, pay estimates, and expense reports independent of supervisor direction; providing comments on engineering submittals with recommendations for improvement; preparing Biddability, Constructability, Operability, Environmental, and Sustainability (BCOES) packages and processing independently through routing and approval; providing expert advice on availability of Indefinite Delivery/Indefinite Quantity contract capacity, managing capacity reservations, and tracking remaining capacity; preparing solicitations for advertisement and advising on how to handle unique solicitation challenges; possession of an expert knowledge of SPECSINTACT software; developing new specifications and preparing and maintaining up to date master specifications in SPECSINTACT software; and analyzing new requirements for the aforementioned duties, developing new, efficient processes to achieve compliance, and communicating to the organization for implementation.
