City of Lynchburg Public Works Training Coordinator--CDL Required in Lynchburg, Virginia

Description

The Department of Public Works is seeking a qualified candidate to oversee Department-wide equipment training. The position is responsible for developing and delivering/facilitating training to equipment operators. Assess training needs; and designs and implement training programs to enhance or develop the required skills of employees.

Thisposition requiresthe possession ofa Class A CDL.

Essential Duties
  • Leads/performs Department-wide equipment, tools, job task and emergency related training; oversees specialized technical training program for road maintenance crews which includes roadway, roadside, bridge,etc.;

  • Coordinatesand managestheCommercial Driver's Licensetraining program with the City's contractor, staff,supervisorsand managers to include WaterResources;

  • Coordinatesorfacilitatestraining classes; creates,assessesand evaluates training programs, and promotes resources for employee professional development in partnership withOperations Support Manager; plans, coordinates, and evaluates the work of Road Maintenancetrainers;

  • Works withthe Operations Support Manager andDepartment leadershipto assess, create, develop,implementand promote training programs andinitiatives;

``` - Tracks employee licenses, endorsements, certifications, and trainings;developing andmaintainingdatabases to ensure accuracy; notifies management of potential problems and/orshortcomings;

``` - Produces an annual trainingreport;

``` - Researches andmonitorsregulatory requirements that apply to employees and the work of theDepartment;

``` - Collaborates with Department managers and othercity Departments to prepare training requests forproposals;

``` - Collaborates with Department staff, Risk Management and Human Resources, to incorporate federal, state and City policy and other rules and regulations into the development oftraining;

``` - Maintains confidentiality of all personnel, payroll,accountingand finance records and reports along with any other records, reports and/or informationdeemedto be sensitive innature;

``` - Performs site visits and training program reviews with similar external agencies and vendors tomaintaincurrent industry standard training related to City owned tools andequipment;

``` - Occasionally, serves as the back-up to the Public Works Safety Specialist

``` - Required to respond to Public Works Emergencies in theappropriate capacity.

Minimum Education and Experience Required

Six (6) years of experience in a Public Works or private road construction and/or maintenance experience; AND two (2) years of experience developing, coordinating, andfacilitatingtraining;OR,any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job related tests.

Other Qualifications:

LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules,operatingand maintenance instructions, and procedure manuals. Ability towriteroutine reports and correspondence. The employee must have the ability to speak effectively before employees,studentsand organizations. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals is needed tomaintainstudent academic rankings in the various classes. Ability to compute rate, ratio, and averages. INTERPERSONAL SKILLS: Ability to communicate effectively with both students, instructors, and staff.

Ability to:

  • Safely and proficientlyoperateequipment associated with Public Works maintenance and construction work including but not limited to dump truck, loader, knuckle-boom, bobcat, excavator, sweeper, snow equipment, bucket trucks, chippers, chain saws, etc.

  • Identifytraining needs and deliver necessary training

  • Effectively communicate a broad amount of information to a wide variety of audiences

  • Communicate effectively both orally and in writing

  • Plan, develop and conduct training programs and manuals for each piece of Public Works vehicular equipment

  • Prepare andmaintaina variety of written andcomputer-generatedtraining records and technical reports clearly and logically

  • Understand and explain a variety of laws,codesand standards

  • Interpret and apply oral and written instructions

Additional Requirements
  • Possession of a Class A Commercial Driver's License.

  • A valid Virginia State Driver's License isrequiredwith an approved driving record based on the City of Lynchburg criteria

  • A valid State of Virginia Traffic Flagging Card or ability to obtain within 6 months of employment.

  • A valid First Aid Card and CPR card arerequiredor ability to obtain within 6 months of employment.
