National Park Service Administrative Officer in Mariposa, California

Summary This position is located in Yosemite National Park, in the Administration Division. This is a temporary promotion not-to-exceed 1 year. Responsibilities This position manages the administrative and business operations for Yosemite National Park. The Chief of Administration/Business Management is the principal advisor and management consultant to the Superintendent and park management team for administrative matters. Directly manages budget execution and formulation, strategic planning of resources, housing, information management, property and fleet and warehouse management, as well as serving as the park's human resources and contracting liaison supporting approximately 700 employees annually. Manages a budget of over $30 million in base funding and approximately $70 million in fee, revenue, donations and reimbursable funding. Responsible for advising park management team and staff on all administrative matters in the park. Guiding management and staff of the park toward effective management of the park's business. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the GS-13 or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 1 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Qualifications All qualifications must be met by the closing date of this announcement-05/08/2024. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all the following: Lead an administrative organization, managing through subordinates the following functions: budget/accounting, information technology, property/fleet, and housing. Serve as the organization's liaison with human resources and contracting. Understand federal appropriations and federal policy associated with human resources and contracting. Serve as lead advisor to the organization for all administrative matters. You must include hours per week worked. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Education There is no substitution of education for experience at the grade level(s) of this announcement. Additional Information What is a temporary promotion? A temporary promotion is a temporary assignment of an employee to higher grade and occupational series for which an employee is qualified. Upon completion of the temporary promotion, the employee returns to his/her official position and grade. The temporary promotion may be ended at any time prior to 1 year. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: Work is primarily sedentary but requires some walking, standing, bending, lifting and carrying of light objects. Considerable mental and physical fatigue brought about by workload, shifting priorities, tight deadlines and high stress situations occurs frequently. Working Conditions: Work is performed primarily indoors in an office setting, where adequate lighting, heating and ventilation are present, except when out in the park on inspection or fact-finding trips. Office work requires the ability to sit for extended periods of time working at a computer. Drives a government-owned vehicle on steep, winding, narrow mountainous roads to various park districts in all weather conditions. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
