Summary About the Position: This position is located with the U. S. Army Corps of Engineers, Memphis District, Real Estate Division, Memphis, TN. Serves as Chief, Acquisition, Planning & Realty Services Branch, and also with a dual capacity of serving as the Deputy Chief of Real Estate, with overall responsibility for accomplishment of the real estate acquisition program required for civil works projects in the District for which the Acquisition Branch duties assigned and monitor. Responsibilities Provides mission essential work to the District's overall real estate program which directly and significantly impacts the navigation, flood control, hurricane protection, and environmental protection services. Responsible for developing, scheduling, and executing the direct Federal real estate acquisition and leasing activities for all Memphis District projects. Represent the agency in negotiations of highly complex and sensitive situations involving acquisition of interest of real property. Manage real estate contracts including contractor schedules and evaluating contractor performance. Prepare and/or review cost estimates for projects. Responsible for the overall planning, administration, and supervision of subordinate staff to accomplish program objectives. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Experience in delivering an acquisition program for civil works projects or projects for other governmental agencies. 2) Experience in the acquisition of lands for local sponsor projects & direct federal projects and representing the agency in negotiations of highly complex and/or sensitive situations involving acquisition of interest of real property for the Federal Government and on behalf of the Non-Federal Sponsor. 3) Experience in reviewing and approving matters arising under the Uniform Act for compliance with applicable statutes, cases and regulations. 4) Experience in the management of real estate project milestones and budget for projects assigned to the work unit. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Administration and Management Leadership Project Management Real Estate Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year probationary period may be required. One year supervisory probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement.
