State of Massachusetts Accountant III - Purchasing Supervisor in Milford, Massachusetts

Description: The Department of Correction (DOC) is seeking motivated and dedicated candidates to fill the Accountant III position in the Administrative Services Division – Fiscal Services Office located in Milford, MA. Fiscal Services is responsible for the purchasing of goods, contracting for services, and managing Accounts Payable for the correctional institutions and various divisions located throughout the state. The incumbent of this positionwill possess personal and professional integrity, excellent communication skills, strong supervisory skills, and strong analytical and decision-making skills. General Statement of Duties/(may include any or all of the following)/: · Purchasing, budgeting, accounts receivable, billing, accounts payable, and bulk purchasing. * Under direction, provides direct supervision over, assigns work to, and reviews the performance of assigned staff. Detailed Statement of Duties and Responsibilities */(may include any or all of the following)/:* * Accomplishes department objectives by supervising staff and organizing and monitoring work processes. * Responsible for creating queries and statistical reports using MMARS, Commonwealth Information Warehouse (CIW), and other databases to compile financial data and use independent judgment for purposes of analyzing, identifying variances and forecasting expenditures. * Assists in performing reconciliation of tracked data to ensure accuracy and accountability; included but not limited to, CIW Reports and vendor statements. * Process requests for purchase orders, prepare MMARS documents, and prepare payment documents. * Trains employees and monitors their subordinate staff’s work closely to ensure compliance with the policies and procedures set forth by the Office of the Comptroller (OSC), Operational Services Division (OSD), and DOC Internal Control Polices. * Maintains and monitors purchasing document files to ensure receiving of goods and services in a timely manner. This includes keeping accurate records of encumbrances, invoices, and MMARS payment documents. * Enter information and maintain accurate spreadsheets in Microsoft Excel database; including but not limited to, prepares and reconciles financial statements and reports, maintains accounts and records such as weekly budget reports and encumbrance/payment logs. * Review purchasing and payment documents for financial accuracy to make modifications and corrections as needed. * Develop and coordinate an ordering and delivery system for bulk purchasing; included but not limited to evaluating product quality and negotiate prices, ensure facilities/divisions maintain currents and accurate inventory levels. * Assist in recommending changes or improvements in agency procedures or operations. * Utilize MMARS, COMMBUYS, Commonwealth Information Warehouse, Microsoft applications, and any other approved systems. * Acts as liaison with agency personnel, oversight agencies and vendors to resolve purchasing related issues. * Provide technical assistance to ensure compliance with agency laws, rules, and regulations. * Other duties as assigned or required by the Unit. Special Requirements: * Based on assignment, possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator's License may be required. *Preferred Qualifications: Must have working knowledge of Microsoft Office applications. Practical experience with MMARS and COMMBUYS. Knowledge of the principles and practices of accounting, to include terminology. Knowledge of the methods of general report writing. Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations. Ability to read and interpret documents such as financial reports, accounts and ledgers. Ability to perform mathematical calculations using formulae to solve accounting problems. Ability to prepare general and financial reports. Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence. Ability to communicate effectively in oral expression. Ability to exercise discretion in handling confidential information. Ability to establish and maintain harmonious working relationships with others. Ability to work independently. Ability to work in a team setting. Knowledge of the principles, practices, and techniques of supervision. * Comments:* This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.* III.
