US Battlefield Information Collection and Exploitation Systems eXtended (US BICES-X) is a cutting-edge program supporting DoD intelligence information sharing on current and emerging global threats to mission and coalition partners and emerging nations. With an internationally dispersed team supporting each combatant command, the US BICES-X team is in direct support of the war fighter and their missions. We are seeking a creative and driven professional with a passion for solving real world issues on a cross-functional, fast paced team. We are seeking an experience Project Manager that can work independently and provide limited program analyst support– please read below!

The project manager will oversee the planning, implementation, and tracking of specific short-term and long-term projects within the BICES program. The individual will ensure projects are completed on time, within scope, and within budget while aligning with organizational objectives and customer requirements.

Responsibilities:

Project Planning and Management :

  • Develop detailed project plans to monitor and track progress.

  • Define project scope, objectives, and deliverables in collaboration with senior management and stakeholders.

  • Coordinate internal resources and third parties/vendors for the flawless execution of projects.

  • Ensure resource availability and allocation.

Stakeholder Communication :

  • Act as the point of contact and communicate project status adequately to all participants.

  • Maintain effective communication and relationship management with customers, stakeholders, and team members.

  • Facilitate meetings with stakeholders to ensure clarity on project status, challenges, and changes.

Risk Management :

  • Perform risk management to minimize project risks.

  • Create and maintain comprehensive project documentation.

  • Identify and resolve issues and conflicts within the project team.

Budget and Resource Management :

  • Develop a detailed project budget and manage expenditures.

  • Monitor and report on budget performance and project financial health.

  • Allocate project resources appropriately.

Quality Assurance :

  • Ensure that all projects are delivered on time, within scope, and within budget.

  • Perform quality assurance to ensure the final product meets the required standards.

Performance Tracking :

  • Track project performance, specifically to analyze the successful completion of short and long-term goals.

  • Use appropriate verification techniques to manage changes in project scope, schedule, and costs.

Team Leadership and Development :

  • Lead and motivate project team members to achieve project goals.

  • Identify and address training and development needs within the project team.

Program Analyst Tasks

  • Facilitate in-processing for all new incoming personnel

  • Coordinate and manage the in-processing schedule for all new employees (schedule housing and credential appointments).

  • Ensure new employees complete all required forms and documentation prior to their start date and complete SHAPE/Chievres in-processing tasks.

  • Organize and conduct orientation sessions to introduce new employees to the organization’s culture, policies, and procedures.

Qualifications

Required Qualifications:

  • 5 years of related project management experience. Plus BA/BS

  • Must have active/current Secret clearance

  • Demonstrated experience in financial analysis of projects

  • Demonstrated experience with Microsoft Excel, Project, and SharePoint

  • Demonstrable administrative and organizational skills

  • Ability to manage multiple projects and tasks simultaneously

  • Ability to work in fast-paced environment

  • Must have effective organizational and multi-tasking skills.

  • Must be proficient in the use of MS Office Suite – specifically Excel.

  • Basic knowledge of SharePoint desired.

  • Must have effective verbal and written communication skills.

Preferred Qualifications:

  • Experience managing efforts in an IT environment

  • Experience leading projects in a matrixed environment

  • Experience leading cross-functional teams

  • Agile project management experience

  • Professional certification (PMP)

The likely salary range for this position is $116,979 - $120,060. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
