As the Offset and Industrial Cooperation Director for the sector, you will have the opportunity to influence the environment within major international BAE Systems markets within which the Business can identify, qualify, and achieve successful orders and with a shared accountability with the business areas. In coordination with the VP International BD for ES, the VP/GMs within ES, and the BAE Systems Inc. VP International BD, you will develop and maintain related policies and procedures, as well as long-term strategies and advise on Offset and Industrial Cooperation plans for specific international opportunities for the Electronic Systems Sector. You will be responsible for providing the understanding of international customer needs as well as developing relationships with industrial partners and international government officials, ensuring that ES remains engaged with industry and government leadership at appropriate levels. You will assist in growing the business by building international partner and customer connections and assisting with connecting existing products and technologies to current or emerging needs. Work products and interactions will be at multiple levels, from the leadership team down and across the entire multi-billion-dollar sector organization. This is a very hands-on position with deep involvement in almost all sector Offset activity, and provides worldwide sector Offset leadership to increase sector sales, while reducing Offset related costs and risks. Furthermore, this role has oversight and approval responsibility for all sector Offset and Industrial Cooperation activity.

Daily responsibilities to include, but not limited to:

  • Maintain expertise and contacts worldwide for Offset and IC policies and practices in order to advise business units on when and how Offset and Industrial Cooperation will be required or can be used for competitive advantage.

  • Play key role in guiding business areas on customer/market/bid strategies and proposals.

  • Provide assistance and guidance on preparation, review, approval, and execution of Offset and Industrial Cooperation plans, proposals, transactions, and agreements.

  • Approve all Offset and Industrial Cooperation agreements and applicable Offset terms with ES customers, including contracts where ES is a sub to platform primes. Lead or assist in significant Offset negotiations with customers.

  • Play key role in setting Offset/Industrial Cooperation budgets and obtaining FMS reimbursements for Offset.

  • Play a lead role in setting sector strategy on larger opportunities and which involve multiple business units.

  • Coordinate cooperation across business areas and sectors, with BAE Systems plc, and with third parties to expand scope and variety of Offset projects, particularly for indirect Offset.

  • Coordinate Offset initiatives, facilitate cross-business approaches, manage, prepare and submit required Offset and Industrial Cooperation reports.

  • Identify Offset and Industrial Cooperation strategies, conduct development projects for competitive advantage.

  • Analyze economic outcomes, recommend approaches based on specific country Offset and industrial priorities and Offset regulations.

  • Maintain memberships and participation in Offset and Industrial Cooperation organizations.

  • Develop and maintain sector-level Offset and Industrial Cooperation policies and procedures in conjunction with BAE Systems Inc. guidance.

  • Oversee and advise business area Offset and Industrial Cooperation activities.

  • Develops and manages appropriate level international relationships.

  • Supports BAE Systems export, adviser and Industrial Cooperation/Offset strategies.

  • Provides intelligence and advice to Businesses on budgets, programs, new opportunities, customer/political thinking and competitor activity throughout the region.

  • Lead strategic customer relationship management for Offset and Industrial Cooperation activities.

  • Supports ES Business Areas and Senior Leadership with guidance and input for opportunity-related Offset and Industrial Cooperation issues.

  • Actively participates with businesses for Industrial Cooperation issues in opportunity identification and development.

  • Oversees application of relevant business winning processes and leads specific areas of business winning improvement activity.

  • Supports development and implementation of strategic Industrial Cooperation efforts.

Required Education, Experience, & Skills

  • Bachelor's degree and 10-15 years of related experience

  • Active Secret clearance

  • Demonstration of the Total Performance Leadership Competencies

  • Experience working with international programs and customers, and negotiation

  • Experience working inside US Government Foreign Military Sales (FMS) / Direct Commercial Sales (DCS)

  • Experience working in a geographically dispersed team

  • This role requires an ability and willingness to travel internationally on short notice

  • Skilled and able to provide Offset and Industrial Cooperation support to international opportunity marketing plans and capture strategies, as well as campaign level marketing and strategies

  • Problem solving and analytical skills to resolve issues in a variety of complex situations, without supervision

  • Ability to hire, mentor, coach and train personnel to support international business growth, customer requirements and customer advocacy

  • Ability to collaborate/partner with BAE Systems industry partners, our customers and able to be a trusted advisor to the Business Area BD Directors, ES International VP of BD, the ES VP of BD, the ES Senior Leadership Team, and the Inc. VP of International BD

Preferred Education, Experience, & Skills

  • Master's Degree plus 13 years of relevant experience preferred.

  • Proficient knowledge of and demonstrated skills in successful leadership positions involving defense industry Offset and Industrial Cooperation activities.

  • Proficient knowledge of and demonstrated ability to identify and analyze customer industrial requirements and provide solutions to business areas for Offset and Industrial Cooperation activities.

Pay Information

Full-Time Salary Range: $164000 - $278800

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
