Position Description
Metro Nashville Water Services is seeking outstanding candidates for Utility Compliance Officer 1 positions within the Environmental Compliance and Regulatory Compliance Sections. This position is a targeted, entry-level position that will automatically advance to the next level (Environmental Compliance Officer II) after successful completion of the first two years and gaining the necessary Knowledge, Skills, and Abilities.
Employees at Metro Water Services (MWS) work around the clock to supply, treat, manage, and protect our water resources in a sustainable manner for the benefit of all who live, work, and play in our community. Our dedicated, diverse workforce provides high-quality drinking water and the best in wastewater treatment, stormwater management, and waste collection services for our customers in the Nashville-Davidson County area. Our employees work together to service more than 210,000 water and 216,000 sewer accounts, along with over 150,000 curbside waste collection customers. We are looking for highly engaged individuals to join our team.
Employees in these positions will work in the field and office environment, and involving moderate risks or discomforts, which require special safety precautions, e.g. working under extreme outdoor weather conditions, potentially hazardous or irritant chemicals and biological organisms, potentially contaminated water; and other hazardous situations. May be required to use protective clothing or gear such as masks, coats, goggles, gloves, shields or life jackets.
Requires some physical exertion such as walking, climbing, bending, stooping, and stretching. Work involves heavy lifting. Must be able to lift a minimum of 40 lbs. Employees are required to lift manhole covers, water meter boxes, and sampling equipment. Must be able to work in extreme weather conditions and in rugged terrain; includes work on or near the street, wooded areas, and construction areas.
Typical Duties
LAB
Perform duties related to Industrial Pretreatment Program, including industrial facility inspections, sampling, and enforcement activities.
Review and Interpret laboratory reports assuring departmental and industrial compliance with Local, State, and Federal Regulations
Perform duties related to Fats, Oil, and Grease (FOG) Program, including commercial facilities plans review/approval, new construction inspections, and enforcement.
Perform waste hauler truck inspections and hauled manifest tracking at wastewater treatment facilities.
Perform regulatory sampling for drinking water and wastewater compliance.
Conduct illicit discharge investigations and applying prescribed enforcement as needed.
Perform laboratory testing of water, wastewater, stormwater, and solid waste samples as needed.
Perform regulatory duties associated with the Lead and Copper Rule , including field water service line investigations, sampling, customer outreach, and coordinating with contract workers.
Perform regulatory compliance audits within internal departmental sections and generate findings reports.
Calibrate and maintain sensitive field testing equipment including portable X-Ray instruments, pH meters, Organic Carbon Instruments.
Perform various administrative duties in the day-to-day operation of section’s programs.
NPDES
Investigate and seek resolution of stormwater quality pollution-related complaints/concerns.
Perform inspections of post-development Stormwater Control Measures (i.e. detention ponds, water quality vaults, bio-retention basins, pervious pavement, etc.) for proper maintenance by property owners.
Perform coordination that may include enforcement proceedings for stormwater pollution matters and maintenance deficiencies of post-development Stormwater Control Measures.
Perform surface water sampling as needed to investigate illicit discharges, assess stream conditions, etc.
Assist in various other NPDES MS4 permit-compliance activities as required.
Minimum Qualifications
Bachelor's Degree in Biology, Chemistry, Engineering, Environmental Science, or a related field of study from an accredited college or university.
