Position Objective:

Analyze Overtime and Work Order data to identify trends, constraints, and opportunities to increase MofW field operations work activity efficiencies and accountability. Optimize workload balance (straight time with overtime) to create the highest achievable work throughput and the most efficient cost formulas/spend rate for the agency.

Responsibilities:

  • Use inquiry-based processes to establish and confirm cost savings hypotheses across target themes to determine the analysis approach.

  • Identify initiatives to improve resource utilization and reduce costs.

  • Use advanced analytics to track improvement initiatives and quantify cost benefits.

  • Identify initiatives demonstrating the greatest benefits for the reduction of overtime and the increase in resource availability. Develop procedures to expand and operationalize initiatives across management centers within M of W.

  • Develop, prepare , and review departmental statistical data to align project schedules and assist in the creation of new initiatives to reduce operating costs and improve efficiency and production.

  • Assist in the preparation and monitoring of the M of W department’s $443 Million Operating Budget, research and prepare monthly variance analyses , and take action to keep expenditures within budget guidelines.

  • Position Control – Review changes to budgeted positions within the M of W department and analyze the impact on operations.

    Required Knowledge/Skills/Abilities:

  • Excellent interpersonal skills with the ability to interact effectively with high-level executives and customers inside and outside Metro-North Railroad.

  • Excellent working knowledge of Finance and financial systems, including Payroll, General Ledger, Budgets, Contracts, etc.

  • Demonstrated ability to design various financial sub-system reports tailored to meet department strategic needs.

  • Expert Management analytical skills for unit costing, variance analysis, cost-benefit analysis, and statistical cost allocation.

  • Must have the ability to identify target areas for management action in the areas of cost reduction or operational improvements.

  • Must have the ability to be flexible and work effectively under pressure from within and outside the department.

  • Must maintain a high degree of confidentiality and discretion.

  • Ability to effectively manage a staff and be self-motivated to work well with a diverse workforce .

  • Excellent leadership skills with the ability to train, motivate , and foster teamwork.

  • Effective leadership skills in communication, judgment , and organization planning.

  • Strong verbal and written communication skills.

  • Excellent working knowledge of Microsoft Office and/or comparable applications.

  • Must be able to work in a high-profile / high-pressure environment .

  • Must be able to implement and participate in Metro North's Safety Program.

    The Following is/are preferred:

  • Familiarity with Metro-North Railroad policies and procedures.

    Required Education and Experience:

  • Bachelor’s degree in Finance , Accounting, Business Administration , or related field. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years may be considered in place of a degree.

  • Minimum of five (5) years of experience in a function related to statistical analysis, maintenance operations, planning, construction management, or similar work experience.

  • Minimum of three (3) years of experience managing a diverse workforce, including represented staff.

    This position is safety-sensitive and subject to toxicological testing.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
