Summary

Responsible for developing and implementing recruitment strategies and serve as the liaison for special recruiting initiatives, e.g., Workforce Development, One Stop Center, Military, Specialized Trade Schools, NJ High School & Junior High Schools, DOL, Workforce Organizations and Non-Profits, Special Referrals, Job/Career Fair coverage, etc. Provides a wide range of human resources services to the NJ Transit Police Department, while simultaneously acting as the point person for all aspects of the coordination of the college events for the summer internship program across NJ TRANSIT.

Roles and Responsibilities:

Outreach:

  • Communicate and develop relationships with academic and vocational organizations, trade schools, community organizations, military and service family members, professional businesses, state and local agencies; to enhance, promote and develop partnerships promoting NJ TRANSIT's employment opportunities,

  • Managers al outreach administrative documentation, i.e., updating outreach contact database, school and general public information sessions, NJDOL, Handshake, LinkedIn, and other outreach job posting portals for entry level positions, while handling other multiple transactions within a specified time.

  • Directs and facilitates the attendance of all outreach events for NJ TRANSIT, which includes but is not limited to, the coordination of job fairs and virtual and in-person information sessions, while working closely with school career service counselors to forecast and plan talent pipeline requirements for their students.

  • Oversees the function of the Outreach Coordinator as they continue to build new relationships with students, college career counselors, and employment representatives from various schools and community organizations.

  • Responsible for assisting the Sr. Director in developing, collaborating, and implementing apprentice program strategies for student outreach and recruitment on NJ TRANSIT's efforts to diversify its talent pool to include government (local and state) approved and recognized apprenticeship and trades programs.

  • Ensures that NJ TRANSIT’s talent pool reflects and benefits from the diversity of the available candidate population based on recruiter needs.

  • Directly manages all activities and work of the Outreach team while resolving day to day questions and issues that routinely arise with outreach staff, recruiters, and students.

Recruitment:

  • Serves as a junior business partner to the NJ TRANSIT Police Department, ensuring uniformity, adherence to regulations, and fostering a collaborative team spirit to effectively meet both immediate and long-term objectives.

  • Oversees NJTRANSIT Police Department recruitment, interview, and selection activities to ensure practices meet NJ TRANSIT's standards and ensures compliance with employment related laws and regulations.

  • May serve as a backup to the Sr. Director, as necessary.

  • Works on projects or other tasks as directed by the Deputy Chief of HR.

Education, Experience, and Qualifications:

  • Bachelor’s degree in human resources or related area, and six (6) years of experience in HR recruitment, preferably in transportation, education, non-profit or service industries, to include at least two (2) years of direct supervisory experience including setting goals; developing plans and distributing work; managing a team; and following up with staff.

  • Must have experience working with and developing strategic relationships with outside agencies; maintaining a calendar for outreach events and working closely with community partners to plan and execute various outreach events.

  • Must have experience recruiting. This includes identifying, attracting, and selecting qualified applicants to match with job openings in various professions.

  • Experience making presentations in person and on virtual platforms sources is required.

  • Must have experience in managing, implementing, and evaluating of processes and procedures, while working in a fast-paved environment is required.

  • One year of closely related experience can be substituted for each year of education required.

    Knowledge and Skills:

  • Knowledge of state and federal employment laws and regulations required.

  • Must enjoy working in the community and meeting new people; extroverted with strong relationship-building skills.

  • Must be capable to excel in a fast- paced environment, and to communicate effectively at all levels with internal and external stakeholders.

  • Must be extremely well-organized and have strong time-management and scheduling skills; able to analyze, track and maintain all necessary data to ensure outcomes are achieved.

  • Friendly, engaging, and energetic personality with an ability to learn quickly.

  • Utilizing an applicant tracking system required.

  • Ability to multitask with several project details at once: demonstrating strong leadership skills.

  • Expertise in process design and execution strongly desired.

  • Strong proficiency with Microsoft Office suite, i.e., Outlook, Word, PowerPoint, and Excel required.

  • Knowledge of social media networks and innovative internet recruiting methods is required.

  • Strong knowledge and proficiency in agency, state and federal computerized systems is preferred.

  • Experience with College career services platform is preferred.

  • Ability to work evening hours and weekends as needed to attend recruitment events virtually and in-person.

    Working Environment:

  • Office work environment and attendance of outreach events during off hours as needed.
