The 8th Judicial District of the Iowa Judicial Branch is seeking applicants for Assistant District Court Administrator. Official Domicile will be Wapello County, Ottumwa, IA . Under general supervision, this position performs highly responsible supervisory, administrative, operational, and training duties; may include direct responsibility for a sub-district office or division. Acts as district court administrator’s designee in his or her absence.

Responsibilities include:

  • Supervises employees within the district by administrating the HR policies from hiring to termination, directing, organizing, and assigning and scheduling work duties. Holds employee meetings as necessary.

  • Executes the implementation and quality review process of the operations, administration, and management of district court operations, including policies and procedures to support court operations.

  • Monitors schedules to ensure proper coverage as needed.

  • Assists and guides case management and coordination of employees to ensure efficient operations of the judicial district courts.

  • Provides training programs as needed to direct report employees as well as judicial officers and other employees within the district.

  • Participates with the development of planning functions for the judicial district; advises the chief district judge and district court administrator on strategic directions and planning.

  • Executes initiatives.

  • Prepares statistical reports and other necessary administrative reports as necessary.

  • May answer questions from judicial officers, attorneys, district employees, and the public relating to case scheduling, court functions, and customer services issues.

  • Acts as a liaison with juvenile courts, court administration and/or clerk of court offices in areas relating to court operations.

  • Other duties as assigned.

This is a non-merit position with the Iowa Judicial Branch. Candidates must follow the instructions in the "To Apply" section.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Applicants must meet the requirements of 1, 2, or 3 to meet the qualifications of the position.

1) Applicants must meet the requirements of a and b to meet the requirements of 1.

a. A bachelor’s degree from an accredited four year college or university, in business administration, management, public administration, human resources, court management or other area of study. b. Minimum of two years’ experience in a highly responsible administrative capacity with a court, government agency, or in business management is required. Of that experience, two years of supervision of direct reports is preferred.

2) Applicants must meet the requirements of a and b to meet the requirements of 2.

a. An advanced degree in court administration, public administration, business administration, or law. b. Minimum of one year experience in a highly responsible administrative capacity with a court, government agency, or in business management is required. Of that experience, one year of supervision of direct reports is preferred.

3) A combination of education and/or full-time experience equal to six years

a. Education: thirty semester hours of accredited college or university course work in the above fields equals one year of full-time experience.

Completion of the IJB LinkedIn Learning Leadership and Professional Development Certificate will be equivalent to 6 months of education when looking at a combination of education and experience under the minimum qualifications for a supervisory-level position.

A valid driver’s license and ability to travel within the State.

Pursuant to Iowa Code § 602.1209(3), the appointment of the Assistant District Court Administrator is subject to review and approval from the State Court Administrator.

The background of the successful candidate will be evaluated by the State Court Administrator and District Court Administrator. Either official may then require the Assistant District Court Administrator to complete the Certified Court Manager certification program within three years of appointment subject to funding.
