Matanuska-Susitna Borough Road Maintenance Superintendent I or II in Palmer, Alaska

Job Summary

This position is responsible for managing the repair and maintenance of Borough roads and streets.

Knowledge of modern principles of road construction and maintenance, familiarity with Mat-Su Borough road system, skilled in oral and written communication in person and electronically.

Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

Pay Grade

Road Maintenance Superintendent I: $30.15 per Hour - M1 DOE Road Maintenance Superintendent II: $34.97 per Hour - P1 DOE

Minimum Requirements

High school diploma or equivalent.

Road Maintenance Superintendent I (RMS I) Requires:Five (5) years of progressively responsible, relevant experience, performing similar duties, sufficient to thoroughly understand the work and to be able to answer questions and resolve problems, including one (1) year of contract management experience.

Road Maintenance Superintendent II (RMS II) Requires: Ten (10) years of progressively responsible, relevant experience, performing similar duties, sufficient to thoroughly understand the work and to be able to answer questions and resolve problems, including five (5) years of contract management experience.

Relevant experience includes, but is not limited to:

  • Experience demonstrating knowledge of modern principles of road maintenance and road repair
  • Experience managing multiple contracts
  • Experience enforcing standards and/or contract requirements
  • Experience working with computers/mobile devices and utilizing a variety of software systems
  • Experience demonstrating skill in prioritizing and planning
  • Experience demonstrating skill in written and verbal communication

Possession of or ability to readily obtain a valid drivers license issued by the State of Alaska for the type of vehicle or equipment operated.

Must successfully pass a background check, pre-employment drug screen and post-offer employment physical.

Completion of required Incident Command System (ICS) courses in accordance with established Borough policy. Candidates hired will be offered the position (RMS I or RMS II) that is commensurate with their experience and education.Candidates hired will be placed into the pay grade (M or P) commensurate with the position for which they were hired.**

Duties/Responsibilities
  • Manages multiple Road Service Area (RSA) maintenance contracts with multiple contractors.
  • Sets and enforces contract standards.
  • Participates in the development and planning of road improvement projects in collaboration with RSA Board of Supervisors and other MSB staff.
  • Coordinates maintenance work with contractors, utility companies, and homeowners.
  • Reviews platting applications to identify possible road, utility and drainage conflicts.
  • Makes decisions and assessments based on unusual weather circumstances, traffic, drainage, ground conditions, and other factors in consultation with Supervisor, other Road Maintenance Superintendents, and/or Project Manager, when needed.
  • Analyzes changing field conditions to adapt policies and practices to specific situations; selects proper maintenance processes.
  • Develops scopes of work for road maintenance projects.
  • Monitors and evaluates road maintenance contractors and their performance; evaluates quality of work, materials, and equipment.
  • Recommends changes to road maintenance contracts.
  • Initiates purchase orders for a variety of road upgrade and repair projects; approves invoices for these projects and road maintenance contract invoices.
  • Assists with monitoring fund balance and additional maintenance budgets for each RSA.
  • When staffing the Emergency Operations Center, performs the functions assigned by the Event Commander to efficiently and effectively respond and manage an i cident.
  • Performs related duties.
