Duties, Responsibilities & Other

This position is for a self-motivated, independent, full-time Sr. NEPA Planner within KCI Technologies' Transportation North NEPA Division. The candidate must have experience in Pennsylvania with transportation planning, environmental clearance preparation/documentation, permitting and management. Candidate must have experience in Pennsylvanian with Wetland Delineations. Experience with Bog Turtle surveys a plus Qualified candidates must be energetic, have exceptional communication and writing skills and the ability to work well within large multi-disciplinary consultant teams. In addition to authoring NEPA documents and/or waterway permitting applications, the candidate must have demonstrated technical and documentation, experience with NEPA related environmental laws/policy including Section 4(f)/6(f), community and environmental justice impact assessment, air and noise quality impact assessment, wetland/stream assessment, indirect and cumulative impact assessment and Section 106 assessment/documentation. Public Outreach expertise and/or a willingness to participate in public outreach meetings and activities is required. Thorough knowledge of FHWA, PennDOT, Pennsylvania Turnpike Commission's environmental policies and procedures is required. The preferred candidate should possess strong skills in technical writing, environmental documentation preparation/review, conducting fieldwork, preparing waterway permitting applications, making presentations and management delivery of expedited project schedules. Candidate should have a minimum of 8-12 (or close) years of applied NEPA project required along with either an AICP and/or CEP certification. Candidate for this position should have experience in more than one of the following subject matters: NEPA documentation, waterway permitting, natural resource studies, noise/air analysis and socioeconomic studies. Bachelor's Degree in Environmental Planning, Environmental Science or related discipline SHA, MDTA, MDOT MTA, VDOT, DelDOT and/or DDOT experience a plus.

Qualifications

Bachelor's Degree or equivalent experience required. Minimum of 8-12 years of experience. Pre employment drug screening is a condition of employment. Background and motor vehicle checks may be required based upon position.

Performance Expectations

Complete Annual Individual Training Program Train adequate backup personnel to support your role in your absence Comply with all KCI policies and procedures Ensure projects fulfill ISO compliance requirements Complete other duties as required/assigned Achieve or exceed budgeted individual utilization target(85% typical) Attend bi-weekly(or more frequently as necessary) meetings with project team on all projects/tasks Attend meetings with clients and county officials, public hearings, county meetings and seminars as required Complete all tasks on time and within budget while fully meeting the scope Consult and coordinate with other practices as required Operate within specified (corporate or project) budget parameters Compare field data to base plan Conduct project site research and analysis to determine potential project density and intensity, and identify development constraints Conduct site visits and gather data, including measurements, sketches, notes and photographs as needed Draft schematic land use, landscape/wetland mitigation, forest stand delineation, and water quality planning plans Obtain research material from Federal, state and/or local agencies as required Plot location of project site and utilities, including property deeds from descriptions Prepare and present all zoning/rezoning applications and appeals as required Prepare and review research summaries Prepare preliminary site plans, including bay sheets as required, and submit for approval Prepare secondary impact analyses as required Prepare timely comprehensive plan updates Read and interpret technical documents needed for performance of job
