Summary About the Position: This position is being filled at the GS-11/12 target GS-12 level. Duties described reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under close supervision. Responsibilities Serves as a Country Program Manager (CPM) Responsibility for developing, coordinating, and managing Security Assistance (SA) programs. Ensure they are within established policies, procedures, country or regional funding ceilings, and in compliance with regulation and established suspense's. Establishes and maintains liaison with foreign government representatives and key personnel within the Security Assistance Enterprise. Provides or assist in providing technical administrative and logistical advice in particular cases or activities and ensures close coordination with the activities involved in resolving issues. Prepares and maintains country/organization/program specific administrative/logistical management files. Prepares briefings, trip books, read-ahead, issue papers, action items, informational papers/memorandums, and other documents for leadership, commercial personnel, and senior U. S. Government or foreign representatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11 - Specialized Experience: One year of specialized experience which includes: Analyzing performance and process data for sales in assigned area of responsibility; Reviewing, interpreting, and determining the scope and character of logistic policies, procedures and regulations affecting existing logistics systems; Ensuring compliance with logistical policies, plans, programs, and procedures to meet mission goals; Interfacing with senior management, external agencies, and/or foreign personnel for assigned processes and programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 - Specialized Experience: One year of specialized experience which includes: Ensuring Letters of Requests, Letters of Offer and Acceptance are processed/completed within the established constraints and guidelines; Providing logistical advice and assistance, serving as technical authority for total package approach for equipping, training, and other services related to the sales programs; Providing direction for country acquisition plans based on the requirements provided by the customer, available financial assets, and policy constraints. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Security Cooperation Case Life Cycle Management (AOC) Intermediate Level --1 year (Basic); 3 years (Intermediate); 5 years (Advanced); and --Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
