Katie Weigel with Robert Half Finance and Accounting is recruiting to fill the Controller position for Humbolt County in Winnemucca. This job is in Winnemucca, NV and requires someone in the office 5 days per week. The Comptroller is responsible for budgeting, reporting, audits, and providing support to the various county departments and county commissioners related to all things financial. The person in this role supervises a staff of three to include AP, Payroll and Grant Administration. Day to day this person will:

  1. Supervises and provides oversight for financial activities of the County; prepares fiscal analysis of impacts of proposed projects, programs and policies and develops recommendations.

  2. Provides professional advice and consultation to department management, the County Manager and the Board of Commissioners; makes oral and written presentations to the Commissioners and to other public and private groups; writes reports and correspondence for government agencies, members of the community and other organization management staff; acts as liaison with other governmental agencies and the public on budget, financial, and other assigned program areas.

  3. Selects, directs, develops and evaluates department staff, and ensures effective and efficient running of the department and programs.

  4. Develops budget instructions and policies, revenue estimates, and departmental budget targets to guide departments in budget preparation; reviews and comments on justifications for funding requests and staffing levels; reviews budget submittals during the annual budgeting process; assists departments with budget projections; makes reports and recommendations regarding budgets and actual revenue and expenditures; supervises and participates in the preparation and filing of budget, revenue and expenditure reports.

  5. Monitors financial activity of funds and departments of the county as compared to approved budget; prepares financial reports required by local, state and federal regulation; prepares short term and long term financial plans; provides internal auditing of books and records of funds and departments; audits county's contractual agreements to ensure proper collection of revenue; assists with preparation for the annual independent financial audit.

  6. Supervises and participates in maintenance of County and County GID general ledgers; supervises centralized AP and AR; supervises payroll; reconciles real and personal property taxes and their apportionment; certifies tax rates; maintains the general fixed asset system for all non-depreciable fixed assets; obtains medium term financing when directed by the Board of Commissioners; serves as member of the management collective bargaining team.

  7. Analyzes proposed legislation and administrative regulations for their impact on department and County operations, participates in the lobbying process by presenting testimony to appropriate bodies.

  8. Negotiates contracts, settlements, and agreements on behalf of the County Commissioners in conjunction with the County Manager; negotiating member for collective bargaining and stipulated agreements; negotiator for land acquisitions and other contract negotiations as requested.

  9. Plans, organizes and administers the financial activities of grant programs for the County in accordance with County Code, NRS, Federal Grant Guidelines and GASB.

Requirements

  • Self-starter with efficient time management and organizational skills

  • Able to build and deliver effective presentations to audiences with wide-ranging backgrounds

  • BA/BS in Accounting required, CPA/MBA preferred

  • Accomplished in professional social skills

  • Excellent verbal, written, and social skills

  • Deep understanding of County government

  • Adeptness in Compliance reporting

  • Budgeting experience required - developing budgets, variance analysis, budget reporting, etc.

  • Demonstrated knowledge of financial reporting

  • Experience with auditing

  • Government Grants experience desired

  • Command of Governmental accounting

  • Attentive, ability to work independently and prioritize tasks

  • Ability to prioritize work and balance multiple projects and deadlines

  • Ability to work well in political organization and dealing with ambiguity

  • Progressive accounting experience, including as a Controller
