University of Rochester Asst Director, Business Admin - Addictions & Geriatrics Div in Rochester, New York

GENERAL PURPOSE:

Position serves as the administrative and business manager for the Addictions and Geriatric Division which includes Strong Recovery (OTP, CD Adult, AYA, & Sud-PC) Older Adults clinic, Memory Care Program, Ad-Care, and Tele-Psychiatry. Provides oversight and supervision of the Practice Managers of each of the Divisions’ clinical sites. Provides leadership and guidance of the clerical and front-end functions to achieve policies compliance, operational efficiencies, and patient access standards. Works in collaboration with the divisions’ clinical leaders, the Quality & Compliance Officer to ensure compliance with billing, OMH & OASAS, Joint Commission and Justice Center regulations. With guidance and support from the Sr. Administrator of Ambulatory Services, serves as the principal financial officer for the divisions and all of their clinical, academic and contracts including budgets, business improvement plans, and revenue cycle.

Subscribes to the Department's goal of creating a culturally competent environment by treating patients/families, trainees, research subjects, and co-workers in a sensitive and caring manner with appropriate attention to cultural differences. Participates in available cultural competence events and training.

RESPONSIBILITIES:

Fiscal Management:

  • Develops budgets and manages revenue expenses, for SMH and MFG. Monitors, analyzes, estimates, and forecasts staffing and non-staffing expenditures and expense variances for the Divisions. Responsible for development and monitoring of business plans for theDivisions.

  • Assists in development,strategy, and processes for cost efficiencies.Responsible for financial reporting; revenue /expense projections, profit and loss statements, data interpretation. Identifies financial problems and initiates corrective action. Establishes guidelines for business expenses -verifies and authorizes expenses. Coordinates capital budget process across the division - determines needs, obtains quotes, prioritizes requests, and writesjustifications

Planning and Development:

  • Works with Divisional leadership to determineannualequipment,space, and Clinical support needs. Collects information and prepares necessary justifications. Manages allocation of space and coordinatesoffice moves and projects including procuring necessary resources. Functions as the liaison between UR Facilities and outside vendors to support building needs. Evaluates and implements all IT infrastructure needs to support division functions.

Operations Management:

  • Assists Clinical Directors in monitoring operation of clinical programs. Participates in development and implementation of marketing plans. Assists in development, implementation, and monitoring of productivity standards. Coordinates requests for central information tracking. Provides monthly reports to leadership outlining productivity, charges and expense against budget and targets. Develops action plans to positively address any shortfalls or variances. Interprets policy and regulations; establishes division policies to meet operational needs and implements as needed. Participates in development of billing and registration systems and resolution of problems. Coordinates program moves. Prepares and coordinates the Joint Commission, Department of Health (DOH), and Office of Mental Health (OMH) applications, surveys, and site visits. Obtains support services for program areas. Ensures Workflow efficiency across services. Resolves problems with support services across all program areas. Ensures compliance with the Joint Commission, DOH, and OMH regulation related to site operations, physical plant, and personnel

Personnel:

  • Develops staff and faculty distributions, monitors, and revises manpower reports, prepares incremental staffing requests. Prepares budget and FTE modifications for hospital accounts. Provides reports and information related to staffing models to Service and Research Directors. Interpretations and compliance with personnel policy and procedure in all program areas. Responsible for oversight of clerical and administrative operations for assigned Divisions. Assists in resolution of payroll problems. Reviews and prepares extra compensation requests.

  • Direct Supervision of Practice Managers. Provides consistent and ongoing professional development support for all direct reports. Conducts performance evaluations and develops goals consistent with the practice objectives. Counsels staff, acts on matters of discipline, promotion, salary and other matters.

  • Attend relevant meetings, committees and huddles.

QUALIFICATIONS:

  • Bachelor's degree required.

  • Master's degree, equivalent course work, or specialized experience in an appropriate field related to the assignment preferred.

  • 5 years relevant experience, including managerial level (personnel, fiscal and resource management) required.

  • Or equivalent combination of education and experience required.

  • Lean or specialized experience in an appropriate field related to the assignment is desirable preferred.

  • Excellent verbal and written communication skills, including the ability to effectively network within and outside the University and the ability to develop detailed written proposals preferred.

Pay Range

Pay Range: $84,718 - $127,088 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
