Rochester, NY Hybrid (3 days in office/week)

FULL-TIME Nonexempt : 40 hours per week

Coordinated Care Services Inc (CCSI) (https://positions.paylocity.com/PositionManagement/wizard/2033524) seeks a talentedFinancial Analystto contribute their expertise in providing essential business services to our provider organizations and customers. TheFinancial Analystprovides financial and data analytic support for MCOMH, and in addition, provides support for various fiscal databases, application development and fiscal reporting for internal and external customers as requested.

CCSI is partnering withMonroe County Office of Mental Healthto hirea Financial Analyst.This position is employed by CCSI and working on behalf ofMonroe County.

In this role, you will

  • Assist with monitoring and evaluating programs for compliance with federal, state and local reporting requirements for various state disabilities and funding streams (OMH – Office of Mental Health, OASAS – Office of Addiction Services and Supports, and OPWDD – Office for People with Developmental Disabilities).

  • Review budget, interim claiming and Annual Provider Fiscal Reports with support from the Fiscal Officer.

  • Assist Monroe County Provider fiscal staff in using NYS CFR software. Support the development and presentation of state fiscal report and software training for Providers and Contractors as necessary.

  • Support theCFR financial databasesfor Monroe County, as well as generating any database reports.

  • Manage Contract Database. Ensure integration with other data sets to increase accountability and support the automation of Monroe County behavioral health provider contract cycle.

  • Maintain effective monitoring and tracking system for OASAS budgets and PBCR’s (Program Budget Change Requests).

  • Manage Monroe County provider deficit funding allocations on a quarterly basis and maintaining said information in Monroe County contract database and maintain appropriate supporting documentation and history.

  • Ensure Monroe County provider allocations are in compliance with funding and program requirements.

  • Prepare and maintain state aid funding and claiming schedules. Perform reconciliation of State Aid funding letters, Provider funding schedules and Provider fiscal reports.

  • Prepare, maintain and reconcile state and county advance summaries. Support the process related to Provider Payments.

  • Assist with contract reconciliation for Monroe County, Providers and/or Contractors.

  • Assist with preparing audit documentation and payment schedules for delineating appropriate provider payment amounts, as necessary.

  • Work with CCSI MCOMH Team toward continual improvement of contract management and general finance operations.

  • Other duties as assigned.

Requirements

Education and Experience

  • Bachelor’s Degree in Accounting or Finance, or other appropriate combination of degree and experience (see CCSI's equivalency chart (https://www.ccsi.org/CCSI/media/pdfs/Equivalency-chart.pdf) ).

  • 2 - 4 years of general accounting, financial analyses in a not-for-profit organization.

  • 1 – 3 years’ experience with NYS Consolidated Fiscal Reporting system, including knowledge of federal and state reporting requirements for OMH, OASAS and/or OPWDD a plus.
