General Description

This is a professional level administrative position for the Police Accountability Board and is responsible for overseeing the implementation of Language Access Policy Directives, Plans, and Procedures. Related work is performed as required.

This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY IS REQUIRED AT TIME OF APPLICATION.

Typical Work Activities

  • Evaluate, monitor, and react to language access needs/services for Limited English Proficiency(LEP) and Deaf/Hard of Hearing PAB clients/community members in accordance with Title VI of the Civil Rights Act regarding the delivery of PAB programs and services;

  • Ensure compliance across PAB divisions with standards similar to those outlined in Title VI Limited English Proficiency and New York State Executive Order 26 through the coordination of efforts with division heads and the development, implementation, and management of a cultural competency and language access service delivery plan;

  • Oversee, administer, and evaluate language services contracts, budgeting, training, and quality assurance;

  • Serve as a resource to assist staff in understanding cross-cultural issues and dynamics in order to ensure cultural competencies and mutual respect in the client relationship;

  • Develop and maintain relationships with local disability advocacy groups and the local language access coalition and language justice organizations;

  • Evaluate current practices and provide oversight to the delivery of effective language access services, and contracts;

  • Maintain a list of translation resources available to staff;

  • Maintain a list of oral interpreting resources that are available to staff;

  • Monitor implementation of the Language Access Plan to make sure we are in compliance;

  • Reports directly to, and works under the general supervision of the Chief of Operations or other higher-level staff member;

  • Does related work as required.

Minimum Qualifications

High School diploma or Equivalent, PLUS;

Bachelor’s Degree with three (3) years experience in positions working with language access services, community relations, or program coordination;

OR

Three (3) years experience in positions working with language access services, community relations, or program coordination.
