The intent of this posting is to fill a 24-month limited term position.

This position supports a variety of apprenticeships and general training needs for business groups within SMUD by performing a wide array of paraprofessional tasks. This position supports six Sr. Learning & Development Specialists, three Learning & Development Specialists, one Training and Compliance Coordinator and three Training Coordinators and reports to the Supervisor of Apprenticeships & Operational Training. This position does not have direct reports nor provide lead direction to other clerical staff.

Purpose

Performs administrative, analytical, and/or technical functions in the coordination and delivery of training programs for SMUD personnel; works with vendors and subject matter experts to identify training needs for personnel; provides or arranges for training for all SMUD equipment operators to insure the qualified operator training requirements outlined in DMV, DOT, OSHA or ANSI and any other regulations are met.

Nature and Scope

Serves as a professional resource in a relevant discipline; works independently on projects of minor to moderate complexity; exercises independent judgment and discretion within established guidelines.

Duties and Responsibilities

  • Supports SMUDs skills and knowledge needs by coordinating the delivery of a variety of training programs, including but not limited to job required, mandatory and/or regulatory required or developmental trainings.

  • Responsible for monitoring, tracking and recording training completion. Works with leadership to ensure all necessary training is attended in a timely manner.

  • Research and interpret Federal/State and regulatory agency rules and regulations and provide recommendations and input to management.

  • Supports training initiatives by assisting in the design and development of training courses; reviewing, evaluating and selecting videotapes/films/written training and educational materials to supplement in-house training and education programs; and reviewing lesson plans and course content to ensure technical and non-technical training needs are addressed.

  • Facilitates training programs by coordinating course instruction; scheduling personnel for assigned training sessions; arranging for facilities, equipment, and announcements; tracking attendance; producing material; coordinating programs presented by outside trainers; conducting post-course evaluation; serving as point-of-contact related to training programs; and maintaining training material and equipment.

  • Assists in planning, reviewing and conducting work activities and researching required project information associated with department internal/external projects in accordance with established task objectives and schedule as outlined in the project plan/contract.

  • Responsible for accurate record keeping and maintaining LMS Learning Management System records for all assigned training programs.

  • Performs related duties as required.

Required Education

  • High School diploma or equivalent

Required Experience Qualifications

One or more (1+) years of progressively responsible paraprofessional administrative experience including experience coordinating and performing analytical and administrative processes, drafting business correspondence and reports, planning and performing data compilation and reporting, performing accounting or financial analysis, coordinating budgetary processes, coordinating processes with other staff and departments, personnel administration, and/or organizational evaluation and management.

Knowledge Of

Methods and techniques for coordinating resources, scheduling and calendaring participation; report preparation and writing; techniques and practices for problem research and resolution; SMUD policies, procedures, applicable MOUs, and other special agreements; SMUD organization and internal structure; methods and techniques for record keeping; principles, procedures, and practices related to personnel management; statistical principles and practices; research and surveying techniques and methods; principles and practices for contract management; public and business administrative practices; budgeting techniques, processes, and methods; principles and practices used in the development and application of performance measures; principles, procedures, and practices related to process improvement; project management principles and practices; document control and business control methods; safety policies, practices, and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation, and vocabulary standards.

Skills To

Coordinate the work of the function or unit with other SMUD entities, utilities, and government agencies; develop and implement new and revised policies and procedures to provide for the effective operation of the area of responsibility; read and understand complex and/or technical data; compile and prepare technical, statistical, and/or analytical reports and presentations; analyze problems and make recommendations for resolution; analyze situations, documents, and data for conformance to established policy and procedures; gather data from appropriate sources and identify relevant factors; interpret, clarify, understand, and analyze verbal/written information and ideas; assist in budget preparation and administration; follow and ensure that others follow safety policies, practices, and procedures; serve as reference person for other employees; select and use mathematics and the appropriate methods or formulas to solve problems; add, subtract, multiply or divide quickly and accurately; use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; apply general rules to specific problems to produce answers that make sense; assist in project plan and schedule development; establish priorities and coordinate activities; schedule and prioritize work assignments to meet expected timeframes; handle complaints and requests from customer owners to their satisfaction; utilize a personal computer and/or computer terminal, systems, and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.

Desirable Qualifications

  • Experience working with a Learning Management System (LMS).

  • Knowledge and experience in supporting, developing, presenting, and implementing training plans, courses and programs.

  • Experience scheduling for large groups.

  • Experience coordinating training and calendaring events, managing training content and materials and developing evaluations and summarizing survey data.

  • Excellent technical skills including Office 365 (e.g., Excel, PowerPoint, etc.), plus SharePoint skills.

On-site Work

This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
