Naval Facilities Engineering Command SUPERVISORY PPV QUALITY SUPPORT ASSURANCE SPECIALIST in San Diego, California

Summary You will serve as a Supervisory Public Private Venture (PPV), Quality Support Assurance Specialist, located in the Operations (OP) Department, Asset Management (AM) Business Line, Public Private Venture (PPV) (AM5) Division of NAVFAC SOUTHWEST. Responsibilities You will review and assess maintenance and repair issues for PPV housing units with Business Agreements Managers (BAM), Project Managers (PM), private PPV Partners and Property Managers. You will analyze metrics regarding PPV maintenance and upkeep to determine areas of weakness and overall trends. You will provide the PPV Partnership and Project Managers with recommendations to improve quality of repair and sustainment of PPV housing units You will ensure the BAMs and Project Managers are kept informed of compliance issues. You will review plans and specifications for routine maintenance and preventive maintenance. You will Participating in Partnering sessions to determine nature and scope of proposed capital improvements and/or major repairs, and/or to improve maintenance and preventive maintenance plans and/or maintenance execution. You will perform on-site, in process, and after-process Quality Assurance and Performance Assessments. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ensuring an organization follows established policies, codes, regulations, and requirements for the planning, programming, budgeting, and execution of PPV projects; 2) Working with other professionals to solve issues and challenges involving real estate, community planning, land development, architecture, facilities engineering, construction management, and housing management; 3) Interpreting and making recommendations for enforcement and amendments to portions of the PPV Business Agreements; and 4) Developing and executing Quality Assurance and Performance Assessment Plans and reports.
