Finance

  • Lead and oversee the Finance Division .

  • Responsible for preparing business plans, staffing plans, and department and division budgets.

  • Participate in the annual strategic and business planning efforts.

  • Negotiate or participate in contract negotiations.

  • Develop, track, and monitor performance measures.

  • Responsible for policy development and implementation.

  • Identify operational efficiencies, seek solutions, and ensure improvements are made.

  • Communicate, interact with, and may present to the County Administrator, BCC members, executive team, internal departments, governmental agencies, consultants, citizens, etc.

Capital and Operating Budgets

  • O versee, develop, and administer the department and division capital and operational budgets.

  • Provide guidance and enterprise fund leadership to the Director and Managers in Public Utilities.

  • Ensure financial stability and cost containment of the Department.

  • Review and authorize major contracts and/or purchases.

  • Responsible for the development of financial plans related to rate and fee structure-, short- and long-term borrowing, debt service, and fund balance management.

  • Responsible for financial planning, financial modeling, revenue, budget monitoring, debt management, and expenditure projections for each division.

  • Recommend new revenue bonds, bank loans, State Revolving Fund loans, and other types of debt.

  • Oversee and manage the development of rate analyses and related rate recommendations.

Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.

About You

Minimum Qualifications:

  • Bachelor’s Degree in Finance, Accounting, Business or Public Administration, Engineering, or related field AND e ight (8) years of progressively responsible related experience.

  • OR Master’s Degree in Finance, Accounting, MBA, MPA or related field AND six (6) or more years of related experience.

  • Four (4) or more years of supervisory/management experience.

    S ubject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.

Starting Pay Range: $90,000.00 - $101,000.00 /year, based on your experience.
