The Grant and Contract Analyst position has a salary range of $61,808 to $84,000 per year ($5,090-$7,000 monthly), along with great employment benefits and competitive total compensation incentives.

The Department: The Grant and Contract Analyst will join the Business and Finance team and reports to the Senior Grant and Contract Administrator. As a US Navy University Affiliated Research Center (UARC), APL is subject to several layers of complicated and overlapping requirements and regulations regarding financial activities, records, and processes. Business and Finance provides critical services and partners with APL’s eight research departments and five administrative departments to support their operational needs. APL had an annual research revenue of $100M in 2023, placing APL as one of the largest research organizations on campus behind Global Health, School of Medicine, College of Engineering, and College of the Environment.

Job Description The Grant and Contract Analyst will support the financial reporting and compliance program for APL grants and contracts, which includes the oversight of grants, contacts, and subawards activities across a complex portfolio of awards. This position partners with Principal Investigators (PIs) and Grant Managers across APL’s eight research departments, APL Business and Finance, the UW Facility Security Office, the UW Office of Sponsored Programs, UW Grant and Contract Accounting, UW Procurement Services, and Sponsors to ensure that APL grant and contract related activities are conducted in a manner that is compliant with federal, state, university, APL and sponsor-specific policies and procedures. This position will provide administration and day-to-day management, as assigned, for all grant activities, assuring operational efficiency for the PIs. This person is responsible for the coordination of issues between the research group, sponsor agencies, and University offices. The Grant and Contract Analyst works closely with researchers and University officials regarding compliance with federal regulations and will research future funding opportunities and advise faculty.

As a Grant and Contract Analyst, you will… •Manage post-award activities for Principal Investigators across the APL. •Serve as the single point of contact and subject matter expert for all APL sub-awards. Prepare and submit requests for new or modified subaward agreements. Analyze the subrecipient’s scope of work, determine which security requirements to include in the subaward agreement, and ensure that compliance requirements are met. •Serve as the single point of contact and subject matter expert for APL award closeout reports (non-financial). Perform a detailed review of award terms and conditions to ascertain closeout reporting requirements. Analyze the final application of APL rates, resolve issues, and perform corrections where needed. •Develop APL-wide systems, procedures, documents, tools, trainings, and communications for managing post-award activities. •Provide monthly sub-award reports that include spending analysis, forecast future needs, and communicate the status and progress of personnel, travel, equipment, research sub-awards, and other spending activities. •Interface with the University Office of Sponsored Programs, Grant and Contract Accounting, and funding agencies (including NAVSEA, ONR, NIH, NSF, and DOD). •Conduct a quality control review of all proposals and awards to ensure each is compliant with sponsor requirements and APL-wide policies. Resolve issues and perform corrections where needed. •Provide regular updates to PIs and other staff members regarding changes in federal, university, and departmental grant and contract-related policies and procedures.

Qualifications You meet our qualifications for the job if you have… Bachelor's degree in Business, Finance, or related discipline and at least two years’ experience in post-award sponsored research administration.

• US Citizen and eligible to obtain and maintain a federal security clearance. • Demonstrated ability to quickly learn and use new technical tools and systems. • Advanced Microsoft Office skills, especially with Excel. • Demonstrated ability to work independently and exercise independent judgment. • Demonstrated ability to work as part of a team and effectively collaborate with others. • Takes initiative and ownership of work, with a desire to exceed expectations. • Successfully prioritizes and manages competing priorities in a deadline-driven environment. • Effective written and verbal communication skills. • Trouble-shooter and problem-solver, with a desire to improve processes and systems.

Equivalent experience may substitute for all minimum qualifications except where there are legal requirements, such as a license, certification, or registration. The person hired into this position must be a U.S. citizen and successfully obtain and continue to maintain a Department of Defense (DOD) Personnel Security Clearance.
