About the Position:
This position is with the Pacific Operations Division in Sobe, Japan. Federal employees in Sobe are currently entitled to receive a 30% Post Allowance (COLA) in addition to the base salary. This position may be eligible for situational telework.
Ensures major mechanical and structural building systems are maintained.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Develop and coordinate policy and guidance for all aspects of the Regional facilities SRM funding and execution.
Establish project priorities regarding construction, maintenance, and repair of structures and mechanical and electrical systems.
Develop and implement mechanisms to oversee and monitor Regional SRM program planning and execution, Custodial Program Management and Grounds Maintenance.
Technical advisor on the full spectrum of Facility Operations (Maintenance and Repair, Custodial and Grounds Maintenance)
Develop and administer annual budget for manpower, construction, maintenance and other facilities operations.
Serves as a member of a technical evaluation team responsible for developing Contract Requirements Packages.

Specialized Experience: One year of specialized experience which includes evaluating the conditions of facilities to determine maintenance needs, custodial and grounds maintenance, develop and manage a budget, expenditures for facility projects, and managing real property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. An ordinarily resident is anyone who has lived in the host country longer than the allowed number of days without being a member of the forces assigned, civilian component or a family member of either the aforementioned or who has obtained a work permit for any duration. Status candidates subject to the 5 year overseas rotation, who are currently overseas, must have enough time to meet the initial tour stated in the job announcement. Waivers may not be granted to meet the 5 year limitation requirement. Status applicants in their fourth year of an overseas assignment cannot be selected unless a waiver of the 5 year overseas service limitation requirement is approved.
