Position Title: Director of Buildings and Grounds (Contract Manager) Salary Range: Regionally Competitive Contract Length: 12- month Immediate Supervisor: Assistant Superintendent of Business and Finance & Supervisor of Building Operations Basic Function: Coordinates contracted services, plans, organizes and directs building services to assure the operation and maintenance of the system's buildings, grounds, equipment, and other facilities in a safe, practical and economical manner so as to give effective support to authorized teaching programs. Principal Characteristics of Work: Types of activities performed frequently: Short- and long-range planning of building maintenance, rehabilitation, construction, and operations programs; working with school administrators on related problems; visiting facilities to evaluate facility needs and services provided. Representing the corporation in dealing with architects and contractors. Types of activities performed occasionally: Representing the system in dealing with representatives of other governmental agencies related to construction and building operations. Essential Duties & Responsibilities: Acts as liaison between the District management and the vendor (SSC) management. Monitors ongoing contract-related expenditures and work scope to ensure that all contract commitments are met and work does not exceed budget allowances. Manages capital assets (inventory management and tagging). Manages liquidation and disposal of equipment. Coordinates with the Purchasing Director in the purchasing of large equipment and coordinates with the warehouse, e.g., for District-wide textbook operations. Works with the current vendor (SSC) to direct the District's physical plant operations, which includes: planning, policies, procedures, cost effectiveness, efficiency, cleanliness, attractiveness, staff development, and evaluation. Directs the District's facilities planning process, which includes: short- and long-range planning based on needs, assessments program planning, staff involvement and compliance with Federal, State and local requirements. Directs the District's energy management program, which includes: planning, communication, cost effectiveness. Coordinates with the Security Director to help direct the District's security and safety programs which include: planning, communication, risk management procedures, and compliance with local, State, and Federal regulations, including the District's Hazard Communication Program, and asbestos operations and maintenance procedures. Directs the development and recommendation of policies and procedures for the Buildings and Grounds Department. Administers (in collaboration with the vendor (SSC)) all construction, consultant and maintenance contracts originated within the Buildings and Grounds Department in compliance with State law, Board policy, and internal operating procedures. Developing and maintaining databases, data systems - reorganizing data in a readable format. Assigning numerical value to essential district functions so that district performance can be assessed and compared over time. Preparing reports for CFO/Assistant Superintendent of Business and Finance stating trends, patterns and predictions using relevant data. Directs (in collaboration with the vendor (SSC)) the District's Capital Projects Fund planning process, which includes: short- and long-range planning based on needs assessment, obtaining approval of the annual Capital Projects Fund with State agencies, administering annual construction budgets approved for the Capital Projects Fund. Qualifications: Required experience or training: College training in architecture, engineering, or facilities management, degree preferred, with five years of experience in supervision of construction or maintenance. Desired experience or training: Architectural, engineering, or facilities management degree, with five years of experience in these fields or in supervision of building construction. Special Requirements of the Position: A sound general knowledge of all modern techniques involved in building construction, maintenance, and operations. Ability to plan, organize, manage, and provide leadership to the Buildings and Grounds operations. Physical Demands: Primary functions require sufficient physical ability and mobility to work in an office; dexterity of hands and fingers to operate a computer keyboard and other technologies and office equipment, sitting, standing and walking for extended periods of time; kneeling; bending at the waist; lifting; pushing; pulling and carrying equipment, supplies and materials weighing up to 25 pounds; repetitive hand movement and fine coordination to use a computer keyboard; emotional stability to work effectively under pressure and to keep all aspects of the job under control; hearing and speaking to exchange information in person or on the telephone; seeing to read; prepare and assure the accuracy of documents.
