20% Subject to management approval, serves as the Deputy Chief Information Officer for the Department of Innovation & Technology (DoIT) supporting Illinois Department of Revenue (REV):

  • Assists the Chief Information Officer (CIO) with the execution and implementation of department technology standards, policies and projects that evolve from new laws that impact taxes and the Department of Revenues long-range plans, including but not limited to Development and Support of all applications, Security Safeguarding and Audit Compliance, Federal Pub 1075 compliance, Database Management, Server Farm management, network, procurement, billing and ancillary systems within the Information Technology Program Area.
  • Works closely with the Division Managers to provide direction to address priorities and support the maintenance requirements of the production systems, which includes but is not limited to, Enterprise Tax Processing system, Document Imaging, data entry applications, Data Gateway and interfaces.
  • Collaborates with the Division Manager in support of various tax types supported by the Enterprise Tax Processing system, including but not limited to; Business, Individual, Withholding, etc.
  • Works closely with the Division Manager in support of various activity supported by the Enterprise Tax Processing system, including but not limited to, registration, processing, collections, audit, etc.
  • Speaks on behalf of the Department and the CIO at meetings to commit the IT Program Area to specific courses of action relative to information and technology services and systems.
  • Provides leadership to technical experts to assure long-term strategic planning.
  • Utilizes GenTax in performance of duties.

20% Coordinates the day-to-day functions of the Program Area:

  • Establishes objectives, responsible for the execution and implementation of department technology standards for projects and establishes guidelines for reporting progress.
  • Monitors project budgets and provides assistance in obtaining technology expenditures.
  • Defines areas of additional funding as well as information on feasibility, availability and pricing of technologies and services.
  • Provides assistance in the review of current projects.
  • Reviews charters, approves procurements, and approves maintenance requests.
  • Identifies staff that will perform specific projects and provides necessary resources and tools.
  • Coordinates the planning, development, administration and coordination of agency projects, programs, policies, and procedures.
  • Reviews and analyzes status reports, project plans and technical project and performance metrics reported from subordinate staff to identify, escalate, and resolve issues and to identify areas for agency improvements.
  • Recommends modifications to project plans to ensure agency resources are engaged in activities reflecting agency goals.
  • Plans, coordinates, reviews, and approves technical statements of work, technical specifications and project plans developed by staff.
  • Establishes lines of communication with user areas to resolve procedural and functional problems.
  • Evaluates progress of assignments through oral and written reviews.

20% Participates in information and technology planning sessions, management meetings and departmental advisory committees for the purpose of developing or implementing Department objectives and goals:

  • Assists the Program Administrator in the preparation of the annual budget request.
  • Forecasts budgetary needs, coordinates budget preparation, reviews

    requests and justifications for IT purchases in conjunction with IDOR budget office.

  • Directs managers with budget preparation for specific projects and technology purchases.
  • Serves as Program Administrator in the absence of the CIO.

15% Serves as full line supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day to day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline, up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

10% Reviews products of systems support efforts as generated by subordinate staff under modern data processing methodology:

Approves the general and detail design documents and ensures that original objectives are being met.

Directs and controls the development and maintenance of support documentation including electronic retention library and training programs.

Adjusts staff assignments and schedules as required to complete projects.
