As the Agencywide Development and Learning (ADL) Supervisor, you will direct development learning activities for the Department of Human Services (DHS). In fulfilling this role, the incumbent will work with the Director of Talent Management and Development and agency senior management to develop and achieve a vision for employee development that supports the work of the Office of Employee Culture and is aligned with the DHS Standards of Culture and the mission, values, and priorities of the agency. This is based on an understanding that a well-trained, engaged workforce will improve customer service, innovate to develop better services, and build an inclusive and equitable workforce meeting the outcomes we are trying to achieve.

Responsibilities include but may not be limited to:

  • Supervise and direct the work of ADL staff though recommendation of exercise of authority to hire, promote, evaluate performance, reward, discipline, suspend, discharge, assign work, adjust grievances, write position descriptions and provide first level administration of applicable labor contracts of employees.

  • Monitor and approve the design, development, implementation, and evaluation of leadership professional development program offerings to enhance a competent and skilled leadership team that is ready to carry out the mission, visions, and goals of the Department.

  • Contribute to the vision of the Talent Management and Development Division by overseeing the creation, implementation, and evaluation of agencywide professional development and learning activities, events, programs, policies, and required regulatory training that build potential, supports engagement, equity and ensures a competent anti racist multicultural workforce.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - Experience must include:

Four (4) years experience overseeing programs related to human services, including learning and development, strategic planning, and leading the work of staff.

Experience must demonstrate:

  • Expertise in adult learning and ability to apply this expertise.

  • Expertise in learning and development theories and techniques.

  • E-Learning experience and knowledge of how to apply it.

  • Interpersonal skills sufficient to develop and maintain effective working relationships with individuals and teams, to mediate disputes, negotiate agreements, and build team consensus.

Preferred Qualifications

  • Knowledge of State government functions and organization.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
