This position exists to provide statewide leadership, planning, and coordination in developing policy and programming to reduce or eliminate death and chronic diseases caused by commercial tobacco use and secondhand smoke exposure.

Primary Responsibilities Include:

  • Act as the primary program administrator for Minnesota's CDC National and State Tobacco Prevention and Control cooperative agreement.

  • Provide high-level administrative, policy and funding recommendations and commercial tobacco prevention content expertise to the department to reduce the morbidity and mortality associated with commercial tobacco use and related chronic disease.

  • Participate with staff in analyzing policies and strategies, developing new approaches, and working collaboratively with other department chronic disease programs to address common or related goals, perspectives, issues, and strategies.

  • Provide direction, oversight, and technical assistance to partners to build capacity for developing and implementing evidence-based commercial tobacco prevention and control programs.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, Fergus Falls. Specific schedule will be based on business needs and is subject to supervisor discretion.

Minimum Qualifications

An Associate's degree may be substituted for six (6) months of experience. A Bachelor's degree may be substituted for one (1) year of experience. A Master's degree may be substituted for one and a half (1.5) years of experience. Four (4) years of experience administering a commercial tobacco prevention and control program, or related program, including experiences in the following areas:

  • Applying public health principles to commercial tobacco prevention and control.

  • Providing high-level program, policy, and funding recommendations.

  • Evaluating, interpreting impact, and incorporating state and federal program policies and related regulations, as well as planning activities conducted by other agencies, in program planning activities.

  • Providing direction, oversight, and technical assistance.

  • Analyzing policies and strategies, developing new approaches, and working collaboratively with partners to achieve common goals.

  • Reviewing, evaluating, and writing technical applications, reports, correspondence, and planning documents.

Additional minimum qualifications to be assessed during the interview:

  • Excellent communication skills, including the ability to communicate in a clear, concise, effective manner.

Preferred Qualifications

  • Demonstrated ability to write, edit, and organize material from diverse sources to prepare comprehensive plans.

  • Demonstrated accountability in highly visible, sensitive situations.

  • Demonstrated ability to build networks of colleagues in the public sector and to effectively persuade partners and other government officials.

  • Demonstrated ability to facilitate group meetings, decision-making sessions, and problem-solving processes.
