JOB DESCRIPTION

LIBRARY DIRECTOR

GENERAL STATEMENT OF DUTIES:

Executive and Administrative Officer of the Tri-Community Library, the Tensed-DeSmet Library and the Library District.

DISTINGUISHING CHARACTERISTICS:

This is a part-time position requiring the incumbent to be well informed and knowledgeable of the content and workings of a library.

ACCEPTABLE EDUCATION AND EXPERIENCE:

College credits desirable but not required. High School diploma plus experience in library operations and involvement with public contact or any equivalent combination of education and experience which provides the required skills, knowledge and abilities. Must have computer knowledge adequate for the job, accounting, bookkeeping, payroll (Quick Books) experience is helpful.

DUTIES:

I. Supervise the overall operation of the Library District.

A. Tri-Community and Tensed-DeSmet Libraries

1. Maintain accurate financial records

a. Assist with quarterly reports from the four libraries for presentation at scheduled board meetings

b. Prepare annual budget in cooperation with librarians

c. Pay bills and invoices for utilities, books, supplies, fees and other approved expenses of each library

d. Compute monthly employee payroll

e. Complete quarterly and annual State and Federal financial reports to include Forms W-2 and W

f. Assist librarians with preparation and implementation of the districts long-range plan

2. Personnel

a. Attend to all employee matters, including hiring and discharge

b. Provide training to librarians as needed

c. Prepare yearly evaluations for Librarians

d. Review and approve Assistant Librarians\' evaluations

B. Attend all Board Meetings

1. Shall be the recording Secretary for the Board at meetings and fulfill the

Function of Treasurer for the district

2. Conducts financial transactions, maintains accurate financial records and prepares financial reports to be presented at each board meeting.

3. Prepares annual budget, attends budget hearing.

a. submit notice of Budget Hearing to Benewah County,

b. Attend Budget and Levy Training. Prepare L-2 Report.

4. Submits information to Accountant for annual compilation, review or audit.

5. Shall issue notice of all regular and special meetings and provide an

agenda to each library for posting at the building and on the librarys web presence.

6. Shall be responsible to the Library Board as directed under 33- 2721 of the Idaho Library Laws.

7. Prepare annual Board FY timeline for regularly scheduled meetings.

8. Assist Board with Long Range Plan.

9. Other jobs as assigned.

C. Plummer and St. Maries Libraries

1. Reviews and overseas annual contracts.

2. Coordinates with librarians to make recommendation for changes to contracts.

D. State Library

1. Prepares annual statistical reports.

2. Keeps current with State Library grants eligibility requirements and Idaho Library Laws.

3. Prepare and update Annual Local Governing Entity Registry under

67-450E of Idaho Library Laws.

II. Training

A. Attends ILA Conference and other training workshops as the Board may deem appropriate based on the availability of funds.

III. Physical requirements

The physical effort characteristics and working environment described here are representative of those an employee may encounter when working at this position. Reasonable accommodations will be made to enable employees to perform essential functions. Employees may need to lift and carry up to 50lbs approximately 20ft. The employee will need to use close vision and distance vision. Work includes the sensory ability to talk, hear, smell, and touch. Employees sit, stand, walk, stoop, kneel, and crouch. Monthly driving in-county is required.
