Vermillion City Utility Billing Clerk in Vermillion, South Dakota

GENERAL STATEMENT OF DUTIES:

This position reports to the Finance Officer and the Finance Office Manager. Performs variety of clerical work requiring exercise of independent judgment. The position has daily contact with citizens, City departments and officials, and various organizations for the purpose of giving or receiving utility information, processing payments and providing customer service and other assistance.

ESSENTIAL DUTIES:

  • Greets and assists customers
  • Balances utility receipts and daily reconciliation of cash drawer
  • Opens new utility accounts and closes accounts
  • Receives payments for licenses, permits, meter deposits, turn-on charges, and other City revenues
  • Monthly utility billing preparation
  • Document scanning/filing
  • Data entry
  • Compiles data for reports
  • Answers telephones and sorts mail
  • Other duties as assigned

EDUCATION AND EXPERIENCE:

A high school diploma or equivalent with courses in office administration or certificates in specialized vocational training. College coursework or advanced clerical or computer training is desirable. A minimum of one year of full-time clerical experience using computers and other modern office equipment; preparing, compiling and distributing records, files and reports is required. Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Courteous and friendly personality with a willingness to assist City staff and the public with a basic understanding of office procedures.
  • Deal effectively with the general public.
  • Considerable knowledge of grammar, spelling and punctuation.
  • Strong interpersonal and communication skills, both verbally and in writing.
  • Working knowledge of modern office practices and procedures.
  • Skill in the operation of computers and office software, copiers, calculators, and other office equipment.
  • Ability to perform a variety of secretarial and administrative work requiring accuracy and the exercise of independent judgment.
  • Ability to make simple mathematical computations.
  • Ability to follow written and oral instructions.
  • Ability to establish and maintain effective working relationships with employees, other agencies, and the public.
  • Knowledge of Microsoft Office software to include Word, PowerPoint, and Access with an emphasis on Excel.
  • Ability to type 35 wpm.

SPECIAL REQUIREMENTS/QUALIFICATIONS

Ability to: multi-task, work independent of direct supervision, exercise judgment and discretion; perform assigned duties independently or under general supervision; prepare correspondence and reports, copy and distribute information efficiently, perform accurate and efficient computer entry and retrieval; respond to situations and people in a calm and courteous manner; handle multiple priorities and respond to urgent requests.

EQUIPMENT USED

General office equipment such as copiers, fax machines, computers, postage machines, and phone systems.

WORKING CONDITIONS

While performing the duties of this job, the employee primarily works indoors. The noise level in the work environment is usually quiet to moderate on occasion.
