This posting is a multi-level posting. If positions are not filled by qualified applicants at the Transportation Generalist level, the positions will be filled at the Transportation Associate level.

The Transportation Associate and Transportation Generalist are the first two levels in our Transportation Specialist Series. These positions are important in our work as they help maintain our roads and are crucial in our efforts to keep friends, family and our communities traveling safely. In the summer, we focus on maintenance and repair, where in the winter, we focus on snow and ice removal, as well as other maintenance.

The Transportation Associate is a trainee position with a one-year probationary period. In this role we train you on our practices and to advance to a Transportation Generalist. Below are some examples of typical work for both the Transportation Associate and Transportation Generalist roles. The actual day to day work will be assigned based on the project or immediate need in support of keeping our families, friends and communities traveling safely through all weather and seasonal conditions. A position may not include all the work examples given, nor does the list include all that may be assigned.

Contract Administration

· Obtains representative samples of bituminous, concrete, aggregate, grading and base materials and performs appropriate tests to ensure quality assurance.

· Performs the construction materials acceptance tests (such as gradations, density, air, beam, cylinder and slump) in the field as required to ensure quality of materials.

· Reads and interprets plans and specifications to ensure contractor compliance.

· Checks the dimensions and tolerances of constructed roadway features to ensure conformance to plans and specifications.

· Measures, computes and documents pay items to ensure proper payment for work done under the contract.

· Performs and implements inspection processes so that test failures are corrected.

· Monitors the work of contractor personnel to ensure compliance with established processes, practices, and specifications.

· Assists the Plant Monitor to ensure materials meet specifications and requirements.

· Assists in developing and designing elements for construction plans to ensure MnDOT, AASHTO, and FHWA standards are met.

Snow and Ice

· Maintains roadways for snow and ice control

· Prepares and inspects winter equipment

· Performs preseason snow route inspection and performs post storm cleanup

· Performs winter stockpile setup and transfer of anti-icing and de-icing chemicals

· Performs all work related to installing, repairing, maintaining, and removing snow fences; replacing mailboxes

· Maintains documentation on snow and ice data for accurate reporting of inventory and resource management

· Performs traffic control set-ups and/or provides notification to dispatch of disabled vehicles

NOTE: The incumbent will be subject to drug and alcohol testing. New employees must pass a pre-placement drug test for evidence of use of marijuana, cocaine, opiates, phencyclidine (PCP) and amphetamines (MDMA, MDA and MDEA) and acetylmorphine (6-AM).

Hours of work

This is a full-time year-round position, with seasonal schedules (summer hours & winter hours). Hours may include overtime or various shifts depending on emergency situations. Summer hours are Monday through Thursday 6:30 a.m. to 5:00 p.m. (4-10’s). Winter hours are Monday through Friday 7:00 a.m. to 3:30 p.m.

Hours of work may include days, nights, weekends and holidays as required by weather and maintenance conditions.

Incumbents must have immediate access to a phone and be able to report to assigned work locations within one hour of being called.

Minimum Qualifications

Exam Part 1:

The level of experience to perform this job at the Transportation Associate level can be achieved with:

  • Valid Driver’s License at the time of hire. Class B License with no air brake restriction and tanker endorsement within six months from date of hire, or by September 2024.

  • Working knowledge of English sufficient to read, write, speak and understand oral and written information; communicate with employees and the general public in-person or via two-way radio and other electronic devices and to maintain routine written logs and simple records.

The level of experience to perform this job at the Transportation Generalist level can be achieved with:

  • A combination of one year of experience in any of the following areas:contract administration (roadway and/or bridge construction), bridge maintenance, bridge safety inspection, design, hydraulics, materials, soils, permits, planning, pre-design, right of way, road surface/roadside maintenance, snow/ice, surveys, and/or traffic engineering. Credit will also be awarded for professional residential or commercial building construction.

OR

  • A Two year Civil or Construction Technology Degree or the following four year degrees:Architectural, Civil or Mechanical Engineering; Land Surveying / Geomatics; or equivalent may substitute for one year of experience. (In order for education coursework to be considered in lieu of work experience you must submit a copy of your transcripts).

  • Working knowledge of English sufficient to read, write, speak and understand oral and written information; communicate with employees and the general public in-person or via two-way radio and other electronic devices; and to maintain routine written logs and simple records.

Licenses

Have and maintain a valid Class B Commercial Driver’s License with tanker endorsement and no air brake restriction (or the ability to obtain within 6 months from dates of hire).

Certification(s) in one or more of the following. (Must have ability to obtain all remaining required certifications within 12 months from date of hire):

  • Aggregate Production Tester

  • Grading and Base Tester

  • Concrete Field Tester

  • Bituminous Street Inspector

  • Construction Site Management

  • ADA Inspection

  • Additionally, position may require obtaining Concrete Plant Tester and Bituminous Plant Tester

Exam Part 2:

Candidates that are made a contingent job offer will be invited to take a computerized Math and Reading Assessment Test. The required passing score for the Math portion is a level 5 or higher and the Reading portion is a level 5 or higher. (Acceptance is contingent on passing a math and reading assessment test).

Preferred Qualifications

  • Previous MnDOT experience working as a Laborer, Student Worker, Transportation Associate or Transportation Generalist.

  • Level 1 Aggregate Production Certification (required for testing materials and gradations).

Physical Requirements

A pre-placement physical examination is required for this position. Current employees who have successfully bid or are moving into specific job classifications will be required to complete the pre-employment physical exam. The scope of the physical exam will be limited to whether the employee can safely and effectively perform the essential functions of the job, with or without reasonable accommodation, in compliance with state and federal law.
