Vectrus Fire Protection Systems Manager in Qatar

Overview

This position is physically located in Qatar in support of LOGCAP

Under the supervision of Fire Chief, provides oversight for all fire alarm and suppression systems; peripheral equipment, components, and subsystems of Fire Protection Systems. Including, Inspection, Testing and Maintenance (ITM) program and Project Management of new installations, renovations, and upgrades of Fire Protection systems. Ensure Code compliance and all contractual obligations are being adhered IAW UFC 3-600-01, UFC 3-602-01, UFC 1-201-01, NFPA 13, NFPA 72, NFPA 101 and all applicable Local, State and Federal Code. Organize Projects from the Design through Commissioning and Acceptance from customer while continuing to provide exemplary ITM services.

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • The Fire Protection Systems Manager serves as a liaison to internal departments and external customers and is responsible for managing all administrative and technical requirements for contract requirements.

  • Provides leadership for the Leads in the area of maintenance and repair of all Fire Protection systems associated with fire detection and suppression and provides guidance for activities related to contract administration, change orders, submittals, procurement, project financials, and schedules to ensure projects are completed in a quality, profitable, safe, and timely manner.

  • Monitor job costs, expenses and quality control of all project activities to ensure completion within contractual time & budget constraints.

  • Simultaneously handle a large and diverse number of projects and issues with tact, cooperation, and persistence providing a strong knowledge base of engineering fundamentals.

  • Participate in site management meetings and initiate proactive coordination effort for projects.

  • Ensure accountability for parts, tools, equipment and materials required for work performance and work assignments.

  • Participate in Project Review Boards, Facilities Engineering Work Request (4283) reviews, DPW Update Synchronization meeting, in-process reviews (IPRs) and other programs to ensure fire protection requirements are being fulfilled.

  • Performs the majority of work in the sensitive and secure areas of military installations and facilities in accordance with the established security procedures of the U.S. Army and contract requirements.

  • Prepares and completes required work documents, reports, CDRL’s to ensure compliance with the PWS.

  • Acts as Subject Matter Expert for the fire protection systems, reviews submittals for Fire Protection and acts as a witness in concert with the military for commission & acceptance.

  • Provides recommendations to the US Government for the need for new systems and repairs.

  • Performs other duties as assigned.

Qualifications

  • Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education if degree is required.

  • Education/Experience Requirements

  • Qualifications must meet the criteria as outlined in UFC 3-601-02. Recognize journeyman or craftsman-level qualification for fire alarm systems. Examples include, but are not limited to, certification in Fire Alarms NICET level III or Wet Pipe Sprinkler Systems NICET Level III, formalized labor organization-based journeyman training, valid current qualification of license from any state, or factory training for all fire protection system/sub-systems of all subordinates.

  • Associates degree and two years’ experience or High School Diploma and six years’ experience that can be documented. Examples include previous job descriptions, DD214 and Military/Civilian Performance reports, job experience letter on company or corporate letterhead from previous employers.

  • Must be a U.S. Citizen

  • Must be able to obtain and maintain valid Secret Clearance

  • A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License is required.

  • Experience:

  • Documented twelve years, 20 plus years preferred, experience in Shop management functions, scheduling and working with foreign nationals.

  • Provide overall management of a shop with strict compliance standards for maintenance, repair and installation of UL listed fire protection systems.

  • Must be able to provide and evaluate documents detailing deficiencies and corrective action.

  • References and previous employers contact information must be provided for verification purposes.

  • Will also be required to formulate project timelines and develop metric on system function and complete analysis on system risk management.

  • Skills:

  • Must have the ability in to evaluate fire detection/suppression installations and determine corrective action.

  • Must have sufficient knowledge of English to understand technical instructions and documents and accomplish work from these documents.

  • SIMPLEX, VESDA, and ANSUL R-102 Systems factory training required.

  • Experienced in the inspection, testing and repair of water-based suppression systems.

  • Experienced in the inspection, testing and repair of fire pumps.

  • Experienced in the inspection, testing and repair of ANSUL R-102 Systems.

  • Experienced in the troubleshooting and repair of fire alarm, water-based suppression, pre-engineered suppression systems and fire pump controllers.

  • Excellent organization and communications skills, both written and verbal, are required.

  • Must be knowledgeable in computer all aspects of Microsoft Office.

  • Supervisory/Budget Responsibilities:

  • Supervise a section of 2 Supervisors, 12 technicians and 13 maintenance personnel. All required reporting, submission of inspection reports and required contract documentation.

  • Working Conditions:

  • Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.

  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).

  • Includes some industrial production environment conditions as well.

  • Physical Requirements:

  • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

  • Must comply with all Fire and Safety Regulations and post policies.
