Job Description

The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

Job Overview/Summary:

The Senior Warehouse Officer as an integral member of the Supply Chain Department holds primary responsibility for inventory and warehouse management. The role holder will be responsible for implementing the IRC inventory policies with regards to all project items including cycle count, reporting discrepancies, pharmaceutical quality assurance as well as cold chain policies where applicable.

Major Responsibilities:

  1. Warehouse management for IRC Warehouse in Kanchanaburi, Ratchaburi (50%)

    Materials Receiving and Dispatch

  • Manage materials receiving process by ensuring that received documents are cross checked and goods inspected to ensure quality and standards of the medical products and supplies.

  • Make sure that the documents and materials received from suppliers and other sources are accurate and complete.

  • Liaise with the Supply Chain manager to advise Programs of potential inventory shortages.

  • Ensure that the cold chain system is organized, and that “keep-cool” items are handled appropriately.

  • Ensure timely dispatch of materials from the stores with appropriate documentation and accurate updates.

  • Handle all Contribution in Kind (CIK) and closed grant inventory.

  • Organize the replenishment of stock items as the need arises based on an approved items requisition in collaboration with the Health Team and Camp Pharmacy Staff.

  • Conduct Pharmacy Management Monitoring Checks and record results, maintain drug inventory, Quarterly Inventory checks, and submit monthly reports to the Supply Chain Coordinator.

    Warehouse Documentation

  • Ensure day-to-day inventory transactions (stock card, bin card, inventory reports and related documents) are updated on a real-time basis with accuracy.

  • Implement standard warehouse documentation processes, such as Packing Lists, Waybills, Store Release, Bin Cards, and Stock Cards are accurately implemented per IRC SOPs.

  • Maintain the Warehouse activity book recording (i.e. Warehouse Register) for all outgoing and incoming receipts and activities.

    Warehouse Controls

  • Conduct inventory cycle count for all stocks as per IRC Inventory management SOPs.

  • Conduct Year-end and Grant-end inventory count exercises and provide accurate reports.

  • Implement (FIFO, FEFO, LIFO) procedures for goods in the warehouses.

  • Ensure good arrangement of storage facilities with appropriate layouts, and signs display in strategic locations.

  • Assign tasks and supervise the working of casual laborers.

    Warehouse Safety and Security

  • Ensure physical security of the Warehouse by restricting visitors and any other unauthorized persons

  • Implement and ensure clear safety procedures.

  • Ensure the maintenance of warehouse building(s), fittings and equipment.

  • Ensure the warehouse is regularly fumigated against pests, rats, rodents etc.,

  • Maintain and periodically service fire extinguishers.

    Reporting

  • Prepare and submit accurate inventory reports on time as per donor regulations for Asset.

  • Support with developing and updating warehouse material distribution plans as required.

  • Regularly review the expiry date of all stock items and report to the Supply Chain Coordinator, and stock owners when stocks are due to expire in six-month time and perform disposals for all scraps.

  • Perform other duties as assigned by the supervisor.

    Pharmaceutical

  • Ensure accurate inventory data to support the forecasting and supply planning for pharmaceutical supply for all health projects.

  • Ensure the IRC standard pharmaceutical inventory tracking tool is in place and accurately maintained in each location.

    1. SME Warehouse Lead for Thailand Country Program (50%)
  • Responsible for the role of Integra Focal person for Delta Data creation of Product Data and Warehouse Data for Thailand Country Program.

  • Responsible for the role of Integra trainer for Supply Chain in Warehouse and Inventory Management modules.

  • Lead inventory count, inventory data management, and reporting activities.

  • Lead inventory transfer on the project closure activity.

  • Support Integra users for the Warehouse and Inventory Module

  • Collaborate with the Integra Team and end users, including escalating issues to the Hyper Support team for problem-solving.

Internal: Senior Health Coordinator, Health Coordinator, Senior Clinical Managers (PHC, RCH), Laboratory Technical Officer, Community Health Supervisor, Psychosocial Manager, and Nurses; Livelihoods team; Protection team

Job Requirements:

Education:

  • Bachelor’s degree or equivalent in Supply Chain Management, Logistics, Pharmacy, Health, Public health, or other relevant fields

    Work Experience:

  • At least 3 years’ experience in warehouse management or equivalent

    Demonstrated Skills and Competencies:

  • Strong organizational skills

  • Good communication skills both verbal and in writing

  • Able to work under pressure with minimum supervision

  • Good prioritization skills and time management

  • Computer proficiency in MS Excel

  • Service mind and team-oriented person

  • Ability to work to regular deadlines and adapt to changing situations

  • Ability to work well in a team and with colleagues from different cultural backgrounds and walks of life

  • Experience in non-governmental organizations and migrant/refugee contexts preferred

    Language Skills:

  • Good command of written and spoken Thai and English.

    Working Environment:

    The position will be based in Suan Phueng District, Ratchaburi Province, with frequent travel to the IRC Office in Kanchanaburi Province, and Temporary Shelters.
