Office of the Assistant Secretary for Administration and Management Financial Management Specialist in United States

Summary This position is in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Field Operations (OFO), Division of Finance, Finance Operations Branch. This position performs financial management work relating to the financial activities for multiple DOL Regions. This position is inside the bargaining unit. Responsibilities Selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Boston, MA; New York, NY; Philadelphia, PA; Atlanta, GA; Chicago, IL; Dallas, TX; and San Francisco, CA. Advertised salary reflects the pay range for the above locations. Upon selection, salary will be set in accordance with the selectee's assigned duty location. Duties include but are not limited to the following: Serve as the primary financial services point of contact for all DOL field-based customer Agencies. Oversee IPAC operations to ensure compliance with fiscal regulations and federal appropriations law. Obtain and analyze funding documentation to ensure agencies adequately support audit requirements and financial regulations. Create accurate funding obligations that comply with Office of the Chief Financial Officer (OCFO) and Treasury specifications. Research and analyze monthly IPAC transactions to determine accuracy and application of correct accounts. Perform in-depth reconciliation procedures with field-based customer Agencies and Treasury. Serve as a senior specialist for the Treasury Central Accounting and Reporting System (CARS). Oversee and perform monthly CARS reconciliation documentation in accordance with Treasury and OCFO guidance. Research and analyze all financial transactions to ensure the accuracy of Treasury Account Symbol (TAS) postings. Perform accounting reconciliations at the Agency Location Code (ALC) and TAS levels. Provide analysis and reconciliation details upon request to the OCFO, TAS owners, and Treasury. Oversee and plan transactions entering the general ledger to ensure they are updated in accordance with Generally Accepted Accounting Principles (GAAP) and fund control requirements. Reconcile financial transactions to ensure the accuracy and integrity of internal and external reports. Provide analysis and interpretation concerning program financial operations as revealed by data, reports, projections, and trends. Assist Agencies in resolving both short and long-term financial issues related to posted transactions. Perform reconciliation of accounts, make adjusting entries, and prepare special analytical reports. Provide advice and assistance in the improvement of financial management reporting requirements. Perform other duties as assigned. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for Financial Management Specialist, as described below. For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-12 includes: Financial Management experience managing IPAC transactions, including processing IPAC bills, approving IPAC obligations, reconciling IPAC transactions; Experience an understanding of the RWA process, IPAC bills and TAS reclass; Experience in utilizing various treasury systems to access bills and run reports. Education Additional Information This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
