Assistant Secretary for Fair Housing and Equal Opportunity Management and Program Analyst in United States

Summary This position is located at Department of Housing and Urban Development, Asst Secretary for Fair Housing and Equal Opportunity. Responsibilities The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Management and Program Analyst, you will: Serve as an analyst with respect to FHEO functions at the Regional Office level. This position has broad responsibilities for implementing FHEO activities in the multi-state Regional Office level and for providing liaison with the other components of HUD as well as the FHEO offices. Research methods of improving office operations with respect to the timely delivery of investigations, responses to queries, and best practices of engaging in the day-to-day work. This includes engaging with staff in other regions to ascertain best practices, working with IT to ascertain optimal or alternative computer capability, and, where necessary and practical, designing new applications. Evaluate existing techniques and methodologies and revise the specifications for them to more closely align with the work in the office. The incumbent will review existing handbooks, guidance, and methodologies to identify new or revised methods of accomplishing the work. Monitor the quality and integrity of FHEO program data throughout the multi-state Regional Office. Prepare responses to Congressional inquiries which may require researching case files, speaking with the assigned investigators or others. Review the staffing levels not only in each office, but in each branch to assess organizational efficiencies and appropriate staffing levels. The percentage of work in a particular office will be reviewed to assess whether that location needs more or less staff, as compared to the other offices within the Region. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: -Analyzing data in order to evaluate the effectiveness and/or efficiency of programs and operations; AND -Conducting research using a variety of databases to determine ownership of properties, census data, location and address of properties, etc.; AND -Researching and interpreting information needed to prepare reports, and/or responding to requests for information. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: - Analyzing data in order to evaluate the effectiveness and/or efficiency of programs and operations; AND - Conducting research using a variety of databases to determine ownership of properties, census data, location and address of properties, etc OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: -Analyzing data in order to evaluate the effectiveness and/or efficiency of programs and operations; AND -Conducting research using a variety of databases OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
