Summary This position is located with the Bureau of Indian Affairs, Deputy Director, Trust Services in Anywhere in the U.S. (remote job). The incumbent in this position serves as a principal advisor and assists with management and administrative requirements for the Indian Youth Service Corps and Bison Management Apprenticeship Program operations. The incumbent in this position reports to the Chief, Division of Workforce and Youth Development. Responsibilities Identifies appropriate time frames for execution, scope of program and project focus, and strategizes necessary approaches to achieve organizational objectives for the program. Seeks out ways to improve program business operations, youth and tribal outreach, program evaluations, and the delivery of technical assistance to participating tribes and partners. Oversees funding and grant announcements, requests for proposals, and review of project proposals submitted by tribes, regions, program offices, and corps organizations seeking funding. Provides expertise on creative approaches to assess, plan, coordinate, implement, and evaluate recruitment and retention efforts for the Corps and Apprenticeship programs, both for participants and potential program partners. Supports diversity, equity, inclusion, and accessibility hiring priorities and initiatives. Collects and analyzes a myriad of program and participant demographic data and information to support repetitive, sustainable, and consistent data gathering, analysis, tracking and reporting capabilities. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: Miscellaneous Administration and Program Series, GS-0301, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/miscellaneous-administration-and-program-series-0301/ MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience in concepts, principles, theories, and practices relating to child and youth development; Organizing and utilizing community resources within the program framework to augment youth programs to meet objectives. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). This is a supervisory position.
