Responsibilities This position is located at Alcohol and Tobacco Tax and Trade Bureau,Assistant Administrator- Management CFO/Finance and Performance Budgeting Division. As a Supervisory Auditor (Financial), you will: Serve as the principal supervisory auditor, providing oversight to the annual financial statement audit. Review and oversight of the Revenue Accounting Section at the National Revenue Center (NRC) that processes transactions on approximately $15 billion in federal excise tax revenues; prepares routine reconciliations between tax systems and accounting systems, and processes refunds of roughly $700 million. Coordinate with the Bureau's service provider to assure that the accounting reports properly reflect TTB's financial results, and that accurate and reliable information are provided to senior management. Serve as the technical advisor on the review and preparation of the Bureau Financial Statements, Accompanying Notes, and Supplemental Information for the annual PAR, preparation of annual audit and management's statement of assurance, representation letter, management internal controls and other requirements covered under the CFO Audit. Must be U.S. Citizen or U.S. National Qualifications You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: - Providing operational support for an audit organization; AND - Recommending or making changes to improve internal programs or activities. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. Education You must meet the minimum basic educational and/or work experience requirements for professional auditing positions in the federal government. This includes: A.) Successful completion of a full 4-year course of study from an accredited college or university leading to an accounting or auditing degree, or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law; OR B.) A combination of education and experience wherein you've attained at least four years of experience in accounting or auditing, or an equivalent combination of accounting or auditing experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (of which six hours may be substituted by business law); 2. A certificate as Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA), obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours or 22.5 quarter hours), but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that: (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining); (b) you believe a panel of at least two higher-level professional accountants or auditors can determine you have demonstrated good knowledge of accounting and related underlying fields equal to the breadth, depth, currency, and level of advancement normally associated with successful completion of a 4-year course of study as described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
