Job Summary:

Tuvli, an Akima company, is hiring for a Grants and Contract Specialist to support our DoS client located in Washington, DC.

Job Responsibilities:

  • Educate Bureau of African Affairs (AF) staff, and offer suggestions, about the best strategies and approaches to best use foreign assistance resources to promote democracy, human rights, and good governance (DRG) in Africa.

  • Research, and provide oral and written briefings, to AF leadership, other Department offices,

  • DRG practitioners in U.S. embassies, State Department public affairs officers, and interagency representatives on DRG best practices, challenges and opportunities, programming gaps, and potential for interagency program coordination.

  • 4.3. Identify, recommend, and support AF development of new ARDF programs aligned with AF strategic objectives.

  • Develop a results framework to enhance monitoring and evaluation of ARDF projects.

  • Collect data, maintain files, and prepare periodic reports, in coordination with U.S.

  • Embassies and grant recipients, on the status of ARDF projects supported with Economic Support Funds (ESF), including financial data for obligation and disbursement of funding. 4.6. Identify and implement innovative approaches for working with embassies and grant recipients to improve the efficiency of AF/ERA program management and minimize administrative burdens.

  • Assist AF/ERA in the project management life cycle of ARDF projects including initiation, planning (e.g., Statements of Work), execution, and closure.

  • Track and analyze new political, economic, and security developments in sub-Saharan Africa that may affect current and future DRG programming.

  • Assist AF/ERA in its program reviews and meetings pertaining to ongoing programs and new requirements as necessary.

  • Coordinate with interagency, international, and nongovernmental partners to develop recommended DRG strategies and programs.

  • Develop and support U.S. Government and international coordination mechanisms promoting more synchronized and strategic DRG program planning.

  • Advise AF/ERA on synchronizing ARDF programs with other U.S. Government and international DRG efforts, developing recommended strategies to create more efficient planning and program management and oversight with U.S overseas missions, implementers, and relevant third countries and nongovernmental organizations.

  • Coordinate with other DRG program practitioners to develop whole-of-government approaches to promoting immediate, medium-term, and long-term DRG objectives.

  • Travel periodically to sub-Saharan Africa to enhance program coordination with embassy representatives and conduct site visits to oversee ongoing programming.

Qualifications

Minimum Qualifications:

  • Knowledge of political, cultural, and social dynamics across sub-Saharan Africa.

  • Knowledge of best practices and research relating to democracy and human rights promotion broadly and specifically in sub-Saharan Africa.

  • Experience traveling and conducting program assessments in sub-Saharan Africa.

  • Experience designing, managing, overseeing, and reporting on programs, preferably experience related to DRG in sub-Saharan Africa.

  • Experience with grants management criteria and the Department of State grants process.

  • Experience working with various State Department and USAID bureaus, and U.S. Embassies, on DRG policy and programs.

  • Familiarity with the ARDF program in general.

  • Experience supporting DRG strategy development and implementation in sub-Saharan Africa.

  • Experience with and technical knowledge of broad-based monitoring and evaluation (M&E) strategies and methodologies for designing, implementing, and overseeing bilateral and regional DRG program activities.

  • Technical monitoring and evaluation (M&E) expertise.

  • Proficiency with Microsoft Excel and related data processing systems.

  • Active Secret Clearance.

Posted Salary Range

$105000-$115000
