Amentum Law Enforcement Advisor/Instructor- Remote in Washington, District Of Columbia

ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a Law Enforcement Advisor/Instructor to serve the Department of Justice International Criminal Investigative Training Assistance Program (DOJ-ICITAP) in Central America. This regional security initiative includes projects in Panama, Guatemala, Honduras, and Belize . The incumbent will provide expertise in curriculum standards to design, plan and conduct law enforcement training programs through classroom delivery, practical exercises, and theoretical tests, as well as field instruction.

ICITAP works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives. ICITAP works in close partnership with the U.S. Department of State, the U.S. Agency for International Development, and the Department of Defense. ICITAP programs are designed in partnership with the host countries, and program implementation methods include pre­ program assessments; program planning, management, and review; curriculum development; classroom training, seminars, and workshops; internships and equipment donations.

JOB DUTIES AND RESPONSIBILITIES:

  • To assist with the creation, design, and delivery of existing and new training programs to Law Enforcement Institutions in Central America.

  • To deliver a range of training courses to police officer/police staff, criminal investigators, and other relevant associates to Law Enforcement Institutions from Central America, ensuring learning objectives settled are achieved.

  • To design and produce clear, concise, and well-presented training support material, for use before, during and after training.

  • To offer appropriate guidance to trainees, facilitating their personal development, and understanding, helping them adopt suitable responses to improve identified weaknesses.

  • Be able to work effectively as an individual trainer and as part of a medium-size training delivery team to meet student officer and organizational objectives.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Possess at least 3 years of experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws.

  • Possess at least 3 years of experience developing and evaluating basic law enforcement training curriculum in the field of tactics, practical application of use of force, and law enforcement officer operational and patrol techniques.

  • Bachelor’s degree in criminology, criminal justice, or a related field from an appropriately accredited institution and at least 5 years of progressively responsible experience in the field in which assigned.

  • Level 3 Spanish speaker

  • Clearable: Must be able to obtain and maintain a ‘Public Trust’ level clearance.

  • US Government Clearance. Note: US Citizenship is required to obtain a ‘Public Trust’ Clearance.

DESIRED QUALIFICATIONS:

  • Able to demonstrate current competence in the subject matter area.

  • Experience in training needs analysis, design, delivery, assessment, and evaluation of training.

  • Proper knowledge of law, policy, and practice in the police and criminal investigation fields.

  • Knowledge of police organization and structure.

  • Knowledge of Latin America
