Office of Administration Program Management Analyst (Financial) in Washington, District Of Columbia

Summary The position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Operations Officer (OCOO), Mail and Logistics Management Office (MLMO). Work is performed at the Joint Base Anacostia-Bolling (JBAB) and the White House Complex (WHC). This position performs work in support of the MLMO, and serves as the Program Management Analyst for finance and budget, and other services in support of MLMO. Responsibilities As a Program Management Analyst (Financial), GS-0340-11, your typical work assignments may include the following: Serves as the MLMO Program Analyst for financial and budgetary matters, performing special and continuing assignments and projects concerned with administrative financial and operational aspect of MLMO's services, programs and management. Analyzes financial request for ensuring related projects are affectively planned, and can be effectively performed with respect to each other and within budgetary resources. Analyzes program funding estimates to identify deficiencies, excesses, trends, imbalances to ensure that objectives of the annual spend plan are being met on a timely basis. Performs financial program control. Serves as a liaison with other OA divisions, EOP agencies, an external agencies and organizations on issues concerning the division. Requirements Conditions of Employment Qualifications MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-11 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector which includes: 1- understanding of regulations governing payments to vendors; 2-preparing and presenting recommendations and solutions regarding analysis and evaluation of financial programs; and 3- knowledge of federal budget procedures and appropriations laws. OR Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education substitution for this position.
