Summary Under the guidance of the Executive Director, incumbent provides oversight and leadership to the Assistant Program Management Officer, Governance & Integration, Business Architecture, Release & Configuration Management, Policy and Procedures, and Organizational Change Management Teams. Incumbent plans implementation and strategies for Education Service products which encompasses department-wide responsibility for administration and activities related to the Digital GI Bill (DGIB) program. Responsibilities Specific duties include: The incumbent advises and makes recommendations to the Executive Director of Education Service on business specifications and requirements, including data and report, application design, training and implementation, rollout strategy, and other non-technical aspects of the education systems. Manage the coordination of assigned Education Service mission-related IT system solution goals and facilitate adjustments as appropriate. Manage the implementation of program and project plans to meet planned IT system solution objectives. Manage program/project management and systems lifecycles to include: acquisition, development, modification, enhancement, deployment or decommissioning of a product, service or system which may consist of one more Commercial Off the Shelf (COTS), Software as a Service (SAAS), and/or internally developed software business application technologies. The product, service, or system may be developed internally using VA IT staff resources or procured from commercial sources and integrated into the VA enterprise.. Provide oversight for the development of information systems testing strategies, plans or scenario working with stakeholder and OIT and/or contractor representatives. Prepares and conducts program reviews to VA senior leadership. The incumbent is responsible for the efficient operation of the Governance & Integration, Business Architecture, Release & Configuration Management, Policy and Procedures, and Strategic Communications Teams and their personnel, including contractors to ensure effective completion of assigned tasks. Oversees the technical planning of new and enhanced applications, implementation, and management of the plans to ensure they support the overall mission of the business line. Coordinates with internal and external Information Technology (IT) partners to ensure stable and functional systems for VA claims processors and external users of VA technology products. Responsible for managing all facets and functions of information technology planning and resource management. Oversees development of business requirements, rules, and data documentation. Provides information and decisions to members of Congress, national representatives of service organizations, department officials, representatives of other elements of VA, and other agency representatives regarding EDU operations. Proactively analyzes the business process, policy, data related problems, effectively mitigating business, resource, and system risks while demonstrating skills in systems analysis and leadership. Coordinates with internal and external Information Technology (IT) partners to ensure stable and functional systems for VA claims processors and external users of VA technology products. Provides leadership to ensure data is being developed as a viable resource for current and future needs both inside and outside of specific Information Technology (IT) systems. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-15 Grade Level: Specialized Experience: Providing expert technical advice and guidance to senior leadership on appropriate application of technology to meet current and future mission requirements. Developing and implementing of IT capabilities and policy; as a subject matter expert. Performing oversight roles within the planning implementing, monitoring, and assessing programs. Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, and principles for the accomplishment of all program objectives with combined technical and administrative oversight. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. Education Substitution: There is no educational substitution at this grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
