Summary This position serves as Supervisory Administrative Officer and Branch Chief in the Administrative Services Division, Enterprise Office, Business Center (BC)- Operations Office, Rural Development (RD). This is NOT a remote nor virtual position. The selectee will be require to report to the office in the listed duty location. Responsibilities Serves as supervisor of a group of specialists and assistants in grades up to and including grade GS-13 performing administrative and management/program analysis advice, coordination, program coordination and service. Assigns work to specialists providing appropriate supervision and ensuring staff members have tools, including training, feedback, priorities, and automation support they need to succeed. Provides active leadership in the EEO program administration by analyzing EEO situations in the area supervised. Advise on business management and administrative matters involving human resources management, contracting and procurement, comprehensive budget and fiscal management, management analysis and general. administrative functions. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS- 14 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in administrative matters involving human resources, contracting and procurement, budget and fiscal management, and management analysis. Oversees advice given to customers in developing, implementing, and monitoring strategic planning for achieving the mission of the agency. Conduct meetings with senior level executives, supervisors, and managers to identify issues. Supervises branch to include Administrative Officers and Management Analysis providing advice, coordination, administrative, and operational support to assigned National Office and Business Program Offices. Experience in analyzing and reviewing contract fund status reports, expenditures, performance status reports, and determines if the contractors' progress and expenditures compare with negotiated estimates. Experience in managing staff, handle formal and informal conflicts, performance management functions, and building coalition, communicating with high level career and political senior executives, supervisors, and managers. There is no education substitution for this grade level.
