Veterans Benefits Administration Supervisory Program Analyst in Washington, District Of Columbia

Summary This position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Workforce Planning & Strategic Analysis (WPSA) Division and reports to the Deputy Service Director. The incumbent of this position is the administration's expert on the development and implementation of VBA's Strategic Workforce, Succession, and Human Capital Operating Plans. Responsibilities Specific duties include: Supervise a staff that oversee the operations and compliance of assigned HR programs and special projects as well as the continuity of Strategic Human Capital Management. Responsible for leadership and oversight of the Workforce Planning team, resolve problems, answer questions, correct deficiencies, evaluate support to management and assure that the Division and HCS's objectives are being met. Plans, assign, evaluates and accept, modify, and reject work performed by his/her team, set team goals, make work assignments, set, or negotiates deadlines and completion dates. As the technical expert in Workforce Planning and administrative policy and procedures, provides technical expertise, guidance and makes determinations as to the feasibility of various policies, plans and programs to HCS Directors and Deputies. Serves as the lead for aspects of VBA's and HCS's Strategic Workforce Planning, Succession Planning and Human Capital Operating Planning. Continuously monitors the progress towards implementation of new and updated procedures, and existing plans. Performs statistical analysis, comparatives studies and comprehensive reports for developing and recommending solutions to complex problems having national scope and applicability. Assesses programmatic requirements in support of strategic planning efforts including risk assessments and execution capability. Oversees internal controls, development and execution, quality of effort and customer support. Represents the HCS and leadership at senior level Administration meetings and conferences. Provides the HCS's position on issues related to strategic human capital management and programs and is empowered to make commitments that obligate the HCS to a course of action consistent with policy, procedures, and leadership guidance. Participates in and contributes to business line/staff office (BL/SO) studies that may involve coordination with the Workforce Environment Team that includes organizational planning and staffing and makes recommendations for changes in approved organizational patterns. Provides oversight and coordination of resource use and allocations; oversight and coordination of contract activities; and assessing the organizational efficiency, effectiveness, and responsiveness of programs to stakeholders. Reviews progress of all obligations and maintains sufficient familiarity with operating and financial programs to make early budget recommendations and actions. Works closely with HCS management as well as budget staff in developing and finalizing the HCS's budget requests. Performs other duties as assigned. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: One year of specialized experience equivalent to the next lower grade level GS-13. Specialized experience is defined as: Applying appropriate learning theories (including technology-based methodologies), principles and methods to an adult workforce Strategic talent acquisition and management (staffing) that includes manpower planning (current and future state) Annual budget planning that includes labor forecasting to meet manpower planning initiatives Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is mostly sedentary in nature. Some walking, stooping, and bending is required while attending meetings, inspecting work operations, and/or traveling.
