Early Childhood Liaison
JOB DEFINITION
The Early Childhood Liaison (ECL) will have a close working relationship with the Washington County Office of Children and Youth Services (CYS) staff. The ECL will complete developmental screens using the Ages & Stages Questionnaires (ASQ) for children ages birth to five whose family has an active CYS case in that county, providing support and technical assistance to CYS caseworkers and staff in the areas of child development, early child hood resources, and early intervention services. This is a fulltime position based in the Washington County CYS office that will also require time spent at the Alliance for Infants and Toddler’s office in Baldwin Borough, Allegheny County for the initial training period, team meetings and other agency based activities. This position reports directly to the Child Welfare Early Childhood Liaison Supervisor.
RESPONSIBILITIES
Schedule and conduct developmental screenings using The Ages & Stages Developmental-3® and The Ages & Stages Social-Emotional-2® in homes, childcare centers, or community settings for children who should receive them as identified by CYS
Effectively communicate screening results, provide suggestions for enhancing development, identify potential concerns, and assist with referring children for early intervention services when indicated
Work to develop and enhance relationships with CYS staff by maintaining a weekly presence in the office and providing onsite support in the areas of child development, early childhood resources, and early intervention
Complete and submit required paper work in a timely matter while utilizing designated data/tracking system to input required information for accurate record keeping and reporting
Demonstrate the ability to work with a high degree of autonomy and flexibility
Attend and participate in Alliance and CYS-related meetings and trainings as required and appropriate
Any other related duties
QUALIFICATIONS
Knowledge of child development, identifying developmental delays and conditions that could put a child "at risk" from birth to five
Ability to work with a diverse variety of families in their homes or community settings
Ability to establish and maintain effective working relationships with families, CYS and Early Intervention staff
Effective verbal and written communication skills
Excellent time management and organizational skills
JOB REQUIREMENTS
Valid driver’s license and a reliable vehicle
Act 33, 34 & FBI clearances
Ability to get up and down from the floor as needed.
Ability to lift up to 25-30 pounds
Required EDUCATION and EXPERIENCE
Bachelor’s degree in early childhood education, child development, or related field and one year of related experience, OR
Associate’s degree in these same fields and five years of related experience
