This position exists to assist in the management of DEED’s statewide contracting, grant and loan operation by providing high quality customer service, ensuring that applicable contracting, grants and loan laws, rules and regulations are adhered to throughout the agency, researching a wide array of services, providing consultation under the lead Grant, Loan and Contracting Coordinator. The position will also assist in the department’s professional/technical, grants and loan contracts and execution.

This position assists grant and contract Coordinators and the Management Analyst in DEED’s contract processing (Professional Technical, Loan, Grant, Interagency, Joint Powers, Leases, Annual Plan and Income) so that all the department is in compliance with State and Federal statutes, rules, policies and procedures, legally effective to accomplish business need, meet appropriate financial controls, ensure fund integrity and accountability, and to assure contracts are of superior quality and provide service required. They will maintain all of the contracting, grant and loan documents for completion, draft and review for staff, State Program Admin Coordinators, Management Analysts, Procurement & Contracting Supervisor, Chief Financial Officer, Auditors, Program Staff, and others, as needed.

*Hiring Incentive: The successful incumbent of this position may be eligible for a hiring incentive of $5,000 paid out in two (2) lump sums following the completion of the required probationary period and following two (2) years of successful service in the role.

Minimum Qualifications

To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

Two (2) years* of work experience in the area of contract administration.

*Bachelor's degree in Accounting, Business, Finance or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

Knowledge of purchasing or contracts to develop and evaluate contract specifications and issue purchase orders or contracts.

Paralegal or legal review experience.

Experience in contract negotiations and solicitation.

Experience with software applications such as: Microsoft Word, Excel, Explorer and Access, and Adobe Reader.

Ability to learn and become proficient in state procurement and accounting computer systems.

Communication skills to explain departmental programs and policies to a wide variety of audiences.

Preferred Qualifications

Bachelor's degree in Accounting, Finance, Business, or closely related field as determined by the agency.

Authority for Local Purchase (ALP) at the $25,000 level.

Experience in Minnesota's Statewide Integrated Financial Tools (SWIFT), creating purchase orders and procurement system (EOIR).

Knowledge of DEED's diverse funding sources and rules related to the allowability of costs for these sources.

Ability to handle large volumes of work while maintaining accuracy.

Experience as a technical and administrative legal work.
