SOUTHWESTERN MENTAL HEALTH CENTER, INC. POSITION DESCRIPTION

POSITION TITLE: Director of Clinical Services

DEPARTMENT: Administrative Services

GENERAL HOURS

OF WORK: Daytime Monday - Friday, some evening and weekends, occasional on-call.

EXEMPT/NON EXEMPT: Exempt

SUPERVISOR: Executive Director

POSITION SUMMARY: In collaboration with the Executive Director, oversees the strategic direction, implementation, and execution of the organizations clinical services. Provides direct employee supervision of clinical department leaders within the agency. (i.e. Unity House Clinical Director, ACT Team Lead, Housing Coordinator, etc.)

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  • A minimum of a Master’s degree in Behavior Science field from an accredited university/college.

  • Minnesota licensure in one of the following: LP, LICSW, LMFT, LPCC, LGSW, LISW, or CNSMH.

  • Four years of experience supervising staff in the delivery of mental health services.

  • Proven excellent supervisory, verbal, written, organization and interpersonal skills.

    ESSENTIAL FUNCTIONS:

  • Provides all services in accordance with the policies and procedures of the Center and in accordance with applicable professional code of ethics.

  • Implements and/or maintains clinical procedures and clinical records to meet requirements of State and Federal licensing authorities as well as all contracted vendors

  • Assure compliance with policy and procedures, code of ethics, applicable rules, regulations, licenses and/or certification for Rule 29, Rule 47 and/or other requirements. Maintain up to date knowledge of program requirements and reporting standards; updating and using relevant knowledge to implement changes to procedures as needed. Assure that outpatient mental health services are properly documented and billed, and work effectively with the billing office and other staff in this area.

  • Serves as the Center’s Privacy Officer.

  • Responsible for overall Quality Assurance of the Center. Develop and monitor internal quality assurance and compliance measures in the centers implementation of Quality Measures and Peer Review processes. Develop and monitor internal and external quality assurance and compliance measures in the implementation of the Meaningful Use EHR Incentive Program. Monitor and develop internal and external quality assurance, compliance and outcome measures in the implementation and reporting requirements of the MN Community Measurement Program and Mental Health Information System (MHIS) implementation.

  • Responsible for all current program content, program evaluation and contract maintenance insuring all client and contracting agencies needs and contractual requirements are met.

  • Responsible for In-Service training and agency staff development to meet the continuing Outpatient needs of the Center employees and/or Center clients.

  • Insure that all programs are operating within the financial needs of the Center.

  • Provides clinical supervision for all programs and personnel as needed, including post education state Licensure Supervision when appropriate and requested. Also participates in interviewing, hiring, orient, and training employees.

  • This position is expected to carry a small caseload to remain current with the expectation of the field. Provide individual, group, family and/or psychotherapy, (within limits of experience and educational background), including emergency services as necessary to meet the needs of the clients and the Center.

  • Compliance with all reporting mandates including duty to warn, child protection and vulnerable adult situations, and ombudsman incidents.

  • Available for evening and weekend work as required by Center needs.

    OTHER RESPONSIBILITIES:

  • Responsible for new program development, contracts for those programs as well as continued program evaluations.

  • Consultation and Education Services. Provide consultation to other community providers and resources as requested. Provide information about mental health services to referral sources. Arrange in-service training and managed professional development for staff in accordance with the center’s budget, applicable standards and regulations.

  • Ability to travel as position requires.

  • Perform other work related duties as assigned.

    REQUIRED PHYSICAL ABILITIES:

  • While performing the duties of this job, the employee is regularly required to stand; use hands to finger, handle, or feel; and talk or hear.

  • The employee frequently is required to travel to all SWMHC facilities in the catchment area, ambulate within and between departments; reach with hands and arms; stoop, kneel, crouch, or crawl; and taste or smell.

  • The employee is occasionally required to sit and climb or balance.

  • The employee must occasionally lift and/or move up to 40 pounds.

  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

    REQUIRED COMMUNICATION/MATHEMATICAL/REASONING SKILLS:

  • Must possess the required level of skills and abilities to read, write, speak, and apply mathematical concepts and sound reasoning to successfully perform the essential duties and responsibilities of this job.

  • Effective oral and written communications skills.

  • Ability to write clear, concise and accurate correspondence.

  • Must be able to perform basic operations on a computer within the Windows operating system.

  • This position requires problem solving skills, critical thinking skills, and the ability to multi-task.

  • Proficiency with computer programs including but not limited to Word, Excel, Outlook, and Electronic Health Record (EHR) software.
